Optimization Design Of STY Co.,Ltd. PPP Model Based On The Perspective Of Synergy

China is in a critical period of urbanization process,many cities are vigorously developing and building,however,the Central Committee No.43 issued,stripped of the local government debt construction function.Following this,a large number of local government financing platforms sprang up,such as urban investment,referendum and other investment groups have been established.However,with the promotion of urban construction,by 2013,the debt of local financing platforms has reached 18 trillion,such a huge debt has exceeded the repayment capacity of local government financing platforms.At this point,the PPP mode has entered the eyes of the government and social capital.PPP model is essentially to alleviate the pressure of government financing and provide a participation model for social capital to participate in public construction.It encourages the government and social capital to participate in public construction by franchising,joint venture,sole proprietorship,etc.After the expiration of the agreed franchise period,the government will buy back or take back.The implementation of PPP model can realize multi-party cooperation among government,enterprises and social capital,and achieve win-win results in strengthening the cooperation between government and social capital,optimizing the allocation of funds,and improving risk management.This paper mainly uses the methods of literature study,case study and induction and deduction to study the PPP mode of D project of STY Company,analyzes its financing mode and risk management,explores the problems of fund coordination and risk management coordination hidden behind the operation of D project,and puts forward the scheme of capital optimization and risk sharing mechanism.Through the establishment of communication mechanism to achieve the ultimate goal of PPP project interest coordination.Firstly,the research background,significance and operation of PPP mode in PPP mode are briefly summarized.Then it introduces and summarizes the PPP theory and synergy theory,as well as the research results of domestic and foreign experts on PPP model and synergy theory.Thirdly,taking the PPP project of STY Company as the research object,the paper analyzes the fund mode and risk management of its PPP project,and finally optimizes the PPP project of STY Company from the cooperation of fund and risk management.The essence of PPP model is "risk sharing,benefit sharing",the concept is "open,win-win",it is conducive to public and private parties to reach a consensus,reduce costs,reduce investment,project participants complementary advantages,collaborative and efficient,so as to improve the overall efficiency of the project.Applying PPP model to the construction of Wenzhou Eco-Park can stimulate the vigor of huge social capital and guide the excellent private sector to participate in the construction of eco-park projects,which is conducive to speeding up the construction of eco-park SanYang Wetland Park and producing good social and economic benefits.
