The Foundation And Path Of Water Rights System Construction In Gansu

In accordance with the requirements of the most stringent water resources management system in the country,the total amount of water should be controlled.Shortage of water resources in Gansu Province,water use efficiency is not high,most areas are facing water index constraints,the urgent need to carry out water rights system,by strengthening the stock management,revitalize water index and solve water demand.Therefore,through the research on the construction of water rights system,summed up the experience and good practice,and puts forward feasible countermeasures,clear the various types of water rights,promote the development of water rights trading,to strengthen water resources ownership consciousness,control unreasonable demand for water,gradually reduce the ecological water diverted and groundwater,Gansu water resources shortage to solve the problem of total control,it is of great significance to achieve balanced regional economic development.From 2014 to early 2016,by way of the investigation and analysis,discussion and visit and summing up the construction of water rights system,the situation of Gansu Province,is the focus of the Shule river basin water rights reform of water rights is relatively developed and comprehensive system of research.The results showed that: 1.Gansu water rights system construction started earlier,but progress is slow,still remain in the point,no comprehensive promotion;2.water rights system mechanism is not perfect,focus on the allocation of water rights,but neglect the supervision of water;3.water rights trading is more concentrated in the agricultural irrigation water,water is a kind of business however,cross industry is not real flow;4 water rights support system is still relatively weak,measuring and monitoring facilities are not perfect.From July 2016 to August 2017,by collecting the practice of water right system of domestic construction,further investigation of construction of Gansu province water rights system analysis,mainly from the basis and path of construction of water rights system,aims to construct the construction frame of Gansu water system,the better to guide the future practice.By further analysis,The main conclusions are as follows: 1.facing the "red line" restriction of the total water quota,the economically underdeveloped Gansu province should break through this bottleneck and actively promote the construction of water rights system.2.,at present,Gansu province has established three provinces,cities and counties to control the total amount of water index system,and further configuration to the industry and large water users,water rights system construction has the basic conditions.3.,determine the river shoreline space water ecological area,clear water property ownership and use rights,duties and rights and obligations of ownership rights,is conducive to gradually reduce the ecological water diverted and over exploitation of groundwater.4.,the ownership of water resources is the key node of the construction of water rights system,and is the premise of water rights can go to market transactions.5.the price is the most sensitive factor in the water rights transaction,and the formation mechanism of water rights transaction price,which reflects the scarcity of water resources and is determined by the market,should be established to provide support for the market construction of water rights and water rights.
