In order to ease the traffic congestion,pollution and other pressures brought about by the rapid growth of motorization,China has established a "bus priority" urban transport development strategy.However,due to the impact of traditional planning concepts,the lack of attention to space rights of traffic participants has caused the increasing share of car trips.Although the sharing rate of public transportation has improved,the transit bus is low in comfort and lacks dignity.Many problems have plagued the development of urban transportation.This article believes that to solve the traffic problem,we must firmly grasp the core element of the adjustment of travel structure,start with the distribution of road rights in different travel modes,and under the guidance of the concepts of fairness and justice,green travel,and sustainable development,through different modes of travel.The game theory studies systematically the distribution of space rights,aiming to provide a theoretical and practical basis for the distribution of space rights in different modes of travel,optimization of urban traffic travel structure,and improvement of traffic efficiency.The paper takes the spatial road rights of urban arterial roads as the research object,and discusses the distribution methods of space right of bus lanes and other motor vehicle lanes.The paper first uses questionnaires to determine the key factors affecting the choice of travel routes,and establishes a bi-level planning model with optimal upper-level systems and different modes of lower-level distribution.Based on this,a hybrid algorithm for enumeration and Chaos optimization algorithm is constructed to solve the problems.Finally,based on the survey data of the traffic participants’ travel,road rights distribution and protection status in Zhengzhou City,the distribution model was verified.The verification results show that when traffic congestion on the main road is serious,through the addition of a bus lane to attract some car traffic to public transport,bus traffic can increase by about 156%,and in the situation where the car lanes are compressed,the overall cost of the entire transportation system is reduced,and the level of bus services and road operation efficiency are significantly improved.In addition,through parameter analysis,it is indicated that travel expenses are the main considerations for low-income earners to choose the travel mode;high-income earners pay more attention to comfort and tend to choose cars to travel,and have less influence on the number of bus lanes;middle-income travelers are the main group for the transfer of travel modes.Based on the study of the distribution of road rights of urban roads,the paper hopes to improve the distribution mode of existing road space rights and establish a dynamic distribution mechanism of road rights in urban roads.While effectively improving the efficiency of road access,the fairness and justice of the distribution of urban road space rights are realized.
