The government has promulgated a number of standards and specifications for improving the bicycle traffic, and parts of the cities develop it actively. However, without the comprehensive content of bicycle traffic condition assessment and the government’s lack of transportation resources demonstrates impact the bicycle traffic planning and decision making. In order to provide reference for urban bicycle traffic planning and operational decisions, this paper has carried on comparatively systematic research around three respects: bicycle development conditions; influencing factors of bicycle using; the game relationship between government, cyclist and driver.This paper discusses the assessment method from road, intersection, road net and area coverage. A Binary Logistic Model was built to identify the main factors that influenced bicycle uses. A Stackelberg game model was built with the hybrid network equilibrium model in the base layers and the system equilibrium theory of resource allocation in the upper layers. At the same time, the gap function is used to change the model to a single-layer model and the solution is based on the augmented Lagrangian function method. The paper verifies the method using the GIS data of traffic network, the survey data of residents’ trip and the special planning survey data of bicycle traffic in Tongchuan city. The result shows the space form of the urban is discrete, a sparse net in exterior zone, the holding of driving license,the desire to purchase a car and the long distance travel are negative to the use of bicycle, while short distance, commuter travel are positive correlation. Adopting the narrow bike lanes is the optimal choice, while the bicycle and vehicle are in the low saturation situation in the case area. When expanding the bicycle flow to 5 times, twenty-five percent of the road needs to widen compared to the previous scene and the area of bicycle road increased by 21.2%. It shows that the lane width should be reasonably set according to the characteristics of flow and demand, and the existing planning work should strengthen the working depth.This paper study on evaluation of present bicycle transportation situation and improve methods. The carrying out of the bicycle traffic improvement can be in accordance with local conditions. The result conforms to reality and possesses the future compared to the traditional assignment method. Further research can consider the resource allocation based on the dynamic OD and the more adaptive algorithm.
