In the process of regional economic development,it is often necessary to measure the strengths and weaknesses of the urban system structure in the region and thus ensure the rationality and scientificity of regional economic development.Economic development leads to the continuous expansion of cities and towns,which makes the unreasonable allocation and utilization of water resources more and more serious.Thus there is a problem that the water resources capacity and the scale of development of cities and towns do not match.Eventually this has also brought great negative impact on the development of urbanization.The upper reaches of Minjiang River are located in the eastern part of the Qinghai Tibet Plateau.Most of the coastal areas belong to dry valley area.They are characterized by low rainfall,large evaporation,high mountain and steep slope,sparse vegetation,serious soil erosion,and very fragile natural ecosystems.The effective utilization rate of water resources is low and the economic benefit of water consumption is low.As the external traffic is improved,the regional social and economic development gradually increases the development and utilization of the rich tourism resources in the upper reaches of Minjiang River.The related upstream and downstream industries gradually settled in the local,which causes increasing demand for water resources.In order to satisfy the production demand,reasonable distribution of water resources must be carried out to achieve unified management and allocation of water resources.The research in the thesis is based on water resource carrying capacity theory,by analyzing and drawing on the experience and methods of related research of domestic and abroad,to explore and discuss the relationship between water resource carrying capacity and urban system,including the influence of water resource on the various structure of urban system and related contents of water resource in urban system planning.With the five counties,Wenchuan,Lixian,Maoxian,Heishui and Songpan,in the upper reaches of Minjiang River as the research cases,in the arid valley area,through the use of maximum loadable population model and single objective decision analysis model,water resource carrying capacity is calculated.The results which are the largest water resource loadable population and the largest water resource loadable GDP in total and in each county are then being analyzed and compared.Based on that,combined with the optimization of urban system structure and the relationship between water resources and urban system,the optimization strategy of the urban system structure in the upper reaches of Minjiang River is put forward;and through the calculation results of water resources carrying capacity,combined with the relevance and importance of water resources in urban system planning and the impact of water resources on urban system structure,corresponding countermeasures are also suggested to enhance the carrying capacity of water resource in the upper reaches of Minjiang River.
