Water is essential for natural resources, economic development and plays an important role in people's lives. Water resources sustainable development strategy in China the most important part. China is a serious water shortage country。In the north, "water-water" is particularly serious. In recent years, China's northern cities, the rapid development of the process, with the man-days of a large number of migration and concentration of local areas need strength incompatible with the natural distribution of growing, and extremely restricted economic growing of north China city and sustainable development strategy.Rational development and utilization of water resources and the optimal allocation of water resources in China is the fundamental protection for implementing a sustainable development strategy. The water resources carrying capacity is the basic metric of water resources optimal allocation, but also the measurement of water resources sustainable use, the optimal allocation of water resources and water resources carrying capacity is the embodiment of the water resources sustainable development, and there are mutual between the two inverse and interactive links. Therefore, scaling size of the water resource carrying capacity and rational allocate water resources is vital impact for comprehensive understanding and developing a country or region.Based on this,taking Yinma River basin in Jilin Province as an example, the water resources carrying capacity is evaluated, then the regional water resources are optimally allocated. First, according to the natural, social and economic development of Yinma River basin in Jilin Province,ten indicators for the evaluation index system of the water resources carrying capacity are selected, and principal component analysis is used to comprehensively evaluate the index, that the water resource carrying capacity of most region in YinmaRiver basin is relatively weak. Then, based on the improvement of the water resources carrying capacity the achievement of the sustainable development, and the optimal allocation model is established that how to sustainable use the water resources,discuss the quantitative method of the social,economic and environmental objectives. Then taking optimal allocation of Yinma River basin as an example, according to region-specific, and an optimal allocation model of water resources in Yinma River basin is established. Finally, the balance of water resources supply and demand is analyzed, and based on this, the water resources carrying capacity is analyzed again, then in contrast to the carrying capacity of the status quo level,this provides a basis for evaluating the reasonableness of the optimal allocation. At the same time, it further demonstrates inverse and mutual interaction of water resources carrying capacity and water resources optimal allocation.
