This paper based on the reality of the expressway operation enterprise,on the basis of practical investigation,starting from the basic theory of principal agent theory,human capital theory,property right theory and incentive theory,through the analysis of the executive compensation expressway operation enterprise incentive system,find out the existing problems and the causes,puts forward a new executive compensation incentive plan for expressway operators,reconstructs the executive pay structure and performance appraisal system,and puts forward countermeasures and suggestions for the problems and causes of executive compensation incentive system.First of all,analyses expressway operation enterprise executive compensation incentive system present situation from three aspects of salary level,salary structure and performance evaluation,found that there are the following problems in the current expressway operation enterprises: first,the explicit compensation incentive is lack of external competition,the invisible salary incentive is not institutionalized;second,the compensation structure is unbalanced;third,the performance evaluation index is not perfect.The reasons are mainly from the following two aspects: first,the enterprise mechanisms of governance is not consummate;second,the property right system is imperfect,and the corporate governance structure is not perfect.On this basis,reconstructs the expressway operation enterprise executive compensation system,including the annual salary system,the basic model of welfare and on-the-job consumption design,to eliminate monopoly rent performance as the actual performance of the executives,introducing the long-term incentive pay into the annual salary system,pay to senior executives at the end of the year or after the end of executive term.,enhance the relationship between executive pay and enterprise performance,dispose of the problem of compensation structure imbalance.Using BSC(Balanced Score Card)method to build expressway operation enterprise executive performance indicators,improve performance evaluation1 ndex system,and through AHP(analytic hierarchy process)-entropy weight method to determine index weight,more accurately and comprehensively evaluate executive performance.Based on the above research,Finally,from three aspects of salary system construction,enterprise governance mechanism and the reform of government enterprise relations,this paper puts forward the countermeasures and suggestions to improve the executive compensation incentive system of expressway operation enterprises.
