Transportation is a basic,leading and strategic industry in the national economy,which plays a key role in the development of social economy.The goal of transportation development is to construct a scientific and reasonable comprehensive transport system and to realize the optimal allocation of resources.The comprehensive transport efficiency is the comprehensive index to measure the operation condition and the resource allocation effect of the whole transportation system,and it is the important reflection of the transportation resource allocation efficiency.Constructing a scientific and reasonable evaluation index system and model to measure and evaluate the comprehensive transport efficiency more accurately has important theoretical and practical significance for perfecting the evaluation system of comprehensive transport efficiency and guiding the practice of transportation development.This paper systematically summarizes the research status of the theories and methods of utility,transport efficiency and comprehensive transport efficiency.In this paper,the utility index of the subject of transport demand is introduced into the input-output index system of comprehensive transport efficiency in measure and evaluation based on the basic theory of transportation demand and utility,and the super-efficiency SBM-Undesirable model considering non-expected output is used to measure comprehensive transport efficiency of 30provinces(cities)in China from the perspective of the utility of the subject of transport demand.This paper analyze the time characteristics and spatial characteristics of comprehensive transport efficiency through spatial correlation analysis,Moran index LISA map,standard deviation,coefficient of variation and other methods.The conclusions are as follows:(1)It is more scientific and reasonable to measure and evaluate the comprehensive transport efficiency from the point of view of the utility of the subject of transport demand and it can reflect the actual situation.(2)Integral analysis on the measure result of comprehensive transport efficiency: from2006 to 2015,China's comprehensive transport efficiency has the characteristics of gradient decline in eastern,central and western regions.Moreover,the efficiency range of differentprovinces is [0.3006,1.3403],there are obvious differences.The supply efficiency of China's comprehensive transport system does not match with the transport demand,and the average efficiency during the study period is only 0.8148.(3)Analysis on the time trend: China's comprehensive transport efficiency showed a steady increase trend from 2006 to 2015,with the value of comprehensive transport efficiency rising from 0.7385 to 0.8701.(4)Analysis on the spatial characteristic: China's comprehensive transport efficiency from 2006 to 2015 show a negative spatial correlation,and mainly show "L-H" and "H-L" aggregation.The heterogeneity analysis shows that the overall difference of China's comprehensive transport efficiency shows a downward trend.(5)Analysis on the applied value of the measure result of comprehensive transport efficiency: through the measurement and analysis of provincial comprehensive transport efficiency,it can provide ideas and theoretical support for the policy formulation of the development and reform of comprehensive transportation in various provinces(cities and autonomous regions).For example,it can set up cooperative development mechanism of comprehensive transportation system and so on for provinces which comprehensive transport efficiency show "L-H" and "H-L" aggregation.
