The Research Of The Transport Developing Strategy For Building Wuhan As The National Center City

National Center City is an important regional economic and cultural center,and it is an important carrier of the implementation of national strategy as well.At present,five cities of Beijing,Tianjin,Shanghai,Guangzhou,and Chongqing have become the National Center Cities of China,which are located in the territory of the country's north,East,South and west part.However,there isn't a National Center City in the central part despite of the rich resources and the important geographical position,which plays a unique role in the national economic innovation and transformation.Therefore,the research of the transport developing strategy for building Wuhan as the National Center City will have great theoretical and practical application value.The city of Wuhan has proposed a strategic goal of "building the National Center,Making the great Renaissance" in its twelfth Party Congress.As a center city in Central China,Wuhan had the advantages of being the interchange of nine provinces,and being the center of China both in the economic and geographic fields.Wuhan was more competitive than Tianjin and just as same competitive as Shanghai in the recent history of China.Wuhan has a good basis for building the city into National Center City,and Wuhan is also ready for that task.This paper established the forecasting model of transport demand,the evaluation indicator system,and the evaluation model based on the systematic analysis of the National Center City,the transport development demand,and the development level.It proposed the key tasks for building the National Center City in the next five years as well.First of all,this paper studied the characteristics and functions of the National Center City.It analyzed the developing process of the world urban transport and the experience of domestic National Center cities.Secondly,it studied the transport development demand,which is aiming at building Wuhan as the National Center City,based on the existing siuation of economic and social level as well as the transport development level of Wuhan.Different methods such as linear regression,growth funtion,grey model,and total structure have been used in the paper to predict the future transport demand of Wuhan.Thirdly,it established the SWOT analysis model for Wuhan transport development,and it proposed the strategic goal,objectives and the proposals for Wuhan transport development as well.Finally,it established the evaluation indicator system based on the Delphi method.It established the development level evaluation model based on the efficacy function,which is used to make a comparison analysis for building Wuhan as the National Center City in the aspect of transport development quantity and quality.It proposed the key tasks and policy suggestions for building Wuhan as the National Center City as well.This paper proposed the transport developing strategy for building Wuhan as the National Center City.It proposed the decision making basis for building Wuhan as the National Center City as well as the construction of Wuhan transport development.It proposed the basis for further theoretical and practical study as well.
