During the past 30 years,the development of Huaqiangbei has undergone the evolution from the industrial estate to the city center,and finally to the electronic industrial estate & FuTian commercial circle.In order to solve specific problems in different stages,the objectives of urban planning are different in each stage,and there are also great differences in the methods and subjects of planning and implementation.Many innovative planning and implementation measures of Huaqiangbei have emerged so as to adapt to the rapid growth of the economy.In different historical periods,there have been some “preliminary trials” that broke through the existing planning laws,regulations,norms and other guidelines.The paper evaluates the implementation of Huaqiangbei’s planning,and builds a research framework based on literature review.The author collectes many relevant historical files about Huaqiangbei,at the same time,visites many departments of planning,industry,government agencies,Huaqiangbei’s enterprises,chambers of commerce and other district planning participation.According to this,the characters of Huaqiangbei’s development process can be divided into four parts,then analyzes the planning background,corresponding planning strategies,implementation conditions,implementation methods and processes of each development stage.Morever,the effectiveness of the planning in each stage is summarized.The research finds that at the stage of construction of the “three-to-one” industrial zone,lots of facilities were constructed in this way where pre-sale of factory buildings planned in the industrial zone,to deal with the problem on the shortage of funds.at the stage of functional transformation,not only could the same property rights land be permitted,but also different owners of building ownership could carry out building space improvement functions and applied for and passed administrative approvals with special method.These practices broke through the constraints of laws and regulations and ensured the adaptability of the growth of urban space.The research also found that non-planned government departments,enterprises,and industry associations became the main force that made the construction and public space meetthe basic needs of industrial upgrading,through the local special reconstruction,in the stage of functional upgrading.During the urban renewal,the "update unit plan" is used as the pre-planning and basis of statutory plans.Because of the large number of “stakeholders” and the coordination of multiple interests has become an important part of planning,besides,government-led “public participation” has become an important way to ensure the implementation of the plan.This paper mainly includes the following six parts: The first part includes the background of paper’s topic,research questions,research content and methods.The second part is able to be divided into the existing research review,concluding the existing research theories and case study methods and citing the research methods of this paper.Then the third part is the core part where the research ideas are constructed,the district planning and construction files are sorted out,the planning characteristics of Huaqiangbei are summarized,and a technology route of the research is built.In addition,the fourth and fifth parts are to analyze the planning and implementation of Huaqiangbei’s case studies on the above-mentioned basis.At last,part six discusses the conclusions.
