The historic and cultural town is a town which is rich in the preservation of cultural relics and has a significant historical value or commemorative significance,which can fully reflect the traditional features of some historical periods and local ethnic characteristics.In the development history of the protection of cultural relics of our country attaches great importance to the protection of historical and cultural town,all the historical and cultural town in accordance with the required by the historical and cultural town protection planning,do a lot of protection work.However,the current evaluation of the protection planning of historic and cultural towns is slow,and the relevant domestic experience is less.This paper studies the development history of urban planning evaluation theory,the evaluation of conservation planning and the impact of protection of famous towns at home and abroad.On the basis of summing up its theory and practice,this paper makes a comparative study of its applicability and integrates the theory with the characteristics of famous historical and cultural towns in Suzhou.By studying the value characteristics of historic and cultural towns,this paper constructs an evaluation system for the implementation effect of conservation planning for historic and cultural towns.Finally,the paper evaluates the implementation effect of conservation planning of historic and cultural towns by using the evaluation system established in this paper,evaluates the implementation effect of conservation planning of Dongshan historic and cultural towns,draws conclusions and gives relevant suggestions.This paper will be divided into six chapters.Chapter 1: This paper expounds the protection background and status quo of historic and cultural towns,and puts forward the necessity of evaluating the protection planning of historic and cultural towns.Preliminary introduction of the research object,research framework and research methods are proposed to guide the following chapters.Chapter 2: Collate and analyze the development of evaluation theory and related concepts,study and summarize the research results of experts in relevant fields,and study the relevant trends of evaluation theory and evaluation case practice.Chapter 3: Summarize the protection planning of historic and cultural towns,elaborate the characteristics of the protection planning of historic and cultural towns,put forward the strategies and principles of the evaluation system construction according to the relevant characteristics,and provide theoretical guidance for theconstruction of the evaluation system below.Detailed construction of the protection planning of historic and cultural towns from five dimensions is suitable for the implementation of the protection planning of historic and cultural towns.Evaluation system of effectiveness.Firstly,the evaluation indicators which can reflect the protection characteristics of historic and cultural towns are screened out.The significance and evaluation criteria of the evaluation indicators are elaborated from the five dimensions of material space protection,intangible cultural protection,social development and cultural tourism,construction control and planning implementation policies,and the appropriate ones are selected according to the specific conditions of the indicators.The evaluation method was integrated and a set of evaluation system was constructed.Chapter 4: Briefly introduces the status quo of Dongshan historic and cultural towns,and combs and understands the protection planning of Dongshan historic and cultural towns,summarizes the content of needs assessment,which provides a basis for the implementation of the evaluation below.Chapter 5: Selecting Dongshan historic and cultural towns as the research object,this paper carries out the practice of evaluating the implementation effect of conservation planning of historic and cultural towns.This paper establishes an adaptive evaluation system for the implementation effect of Dongshan Town's historical and cultural protection plan,and completes the evaluation of the implementation effect,obtains the evaluation results and carries out feedback research.Chapter 6: Summarize the achievements of the evaluation system,reflect on the evaluation system,and put forward suggestions and prospects for optimization.
