Based On The New Type Of Urbanization In The Mountainous Region Of Guizhou Province Research On The Fine Management Of Town Construction

With the rapid advancement of the country’s new urbanization process,Guizhou has made remarkable achievements in the development of a new type of urbanization pilot region for mountainous areas,integration in urban and rural areas,and integration.In this context,Guizhou has actively followed up the construction of small cities and towns.However,Guizhou is a mountainous region.The mountainous characteristics determine that Guizhou cannot copy the construction mode of small cities and towns in the eastern part of the country.Therefore,the problems of extensive construction and management of small cities and towns are exposed during the construction process.These problems all restrict the fine degree of construction of small towns in Guizhou in varying degrees and urgently need to be studied and solved.First,based on the actual needs of the construction and management of small cities and towns in Guizhou,this paper combines the field investigation of the construction of small towns in Wuchuan County,and summarizes and combs the causes of the extensive construction and management of the small towns in the counties of Guizhou Province: Townships and townships.The contradiction of construction goals affects the achievement of the overall goal;resource competition and conflict result in limited resources being dispersed and fail to achieve the purpose of intensive allocation;the existing management system of segmentation leads to discrete process management;cultural differences in different regions make construction management difficult Collaboration;Poor communication of information between towns and towns affects construction efficiency.Secondly,based on the theory of new urbanization theory,urban construction theory,and refined management theory,the possibility of combining refinedmanagement theory with the characteristics of Guizhou’s small town construction management was analyzed,and the focus of the fine management of small towns in Guizhou was determined.To realize the coordinated construction of small towns in the county,and to propose the concept of their realization: A special small town construction management agency,namely the Small Town Construction Management Office,can be set up at the county government.The personnel of the office are drawn up by various departments of the county government.It is composed of relevant professional cadres,deputy heads of townships and townships,and other experts.It has the characteristics of flat organizational structure,integrated functions,specialization of members,procedural work flow,and standardized work content.The agency needs to participate in the construction and management of small towns in the whole process.The focus of the work is to achieve the coordination of goals,systems,culture,resources,information,and multi-stakeholders in small towns in the county,and to realize the fine management of the construction of many small towns in the county.Finally,the paper also uses the logical framework method to verify theoretically the feasibility of using refined management to improve the management of Guizhou’s small towns.At the same time,it points out that the research in this paper is based on the combination of theory and practice,and related research needs to be further deepened.
