The reasonable transmission price is an important foundation in the construction of the electricity market.In the new round of reform of the electricity market that China started in 2015,transmission pricing is also the primary and key issue.In recent years,the access to large-scale renewable energy sources has brought new challenges to the planning and operation of the power grid and the design of the electricity market.Therefore,the impact of renewable energy should be considered in the transmission pricing.In the research of transmission pricing,it is necessary to seriously combine international experience and fully consider the characteristics and requirements of China.First of all,the method of apportioning the transmission costs is reviewed,and the current methods of transmission pricing in foreign countries and domestic countries are analyzed and summarized.Then the transmission pricing method that takes into account renewable energy is studied.Based on the British transmission pricing mechanism,the improved transmission network use of system(TNUoS)charging methodology is deeply analyzed,and the difference of the transmission pricing mechanism before and after the improvement is summarized.The 7-node and IEEE 14-node system examples are used to apply the improved TNUoS charging methodology.The results show that the improved method can effectively distinguish the different power generation technology,and can promote the development of renewable energy,which can provide reference for China's transmission and distribution pricing.The transmission pricing method of local load is discussed and the modified postage-stamp method is used to further modify the improved TNUoS charging methodology,so as to make the allocation of transmission costs more fair and reasonable.In the end,according to the actual characteristics of China's power grid,this dissertation studies the regional transmission pricing mechanism in depth based on the regional electricity market.According to the transmission benefits of cross-regional transmission lines to each region,the cost of cross-regional transmission lines is allocated to each region.And the cross-regional transmission lines are equivalent to generators or loads to achieve decoupling of the regions.The locational cost is calculated by using the DC load flow investment cost related pricing in the region,and the non-locational cost is calculated by the modified postage-stamp method.The equivalent cost of the cross-regional transmission lines is recovered by the power flow tracing method.The analysis of the example shows that the transmission pricing method proposed in this dissertation can reasonably allocate the transmission cost,and provide ideas for regional transmission pricing,and provide guidance information for the power grid planning.
