| As global climate change triggers more and more meteorological disasters and brings more and more extreme weather,climate change has become an important challenge facing all countries in the world.As a developing country,China is one of the countries with the highest number and frequency of meteorological disasters and one of the countries most affected by disasters.Adapting measures to address the risks posed by climate change is a realistic and urgent task for China.In recent years,with the concept of resilience being introduced into the field of urban planning management,more and more scholars have applied it to research on disaster prevention and reduction.Their advocacy on the concept of disaster adaptability has attracted worldwide attention.Community resilience has gradually become a new hot spot in the field of resilience research,mainly because of its rich practical significance.At present,the research on community resilience assessment mainly focuses on two aspects: one is how to evaluate the resilience of specific regions in actual planning;the other is how to integrate the existing theoretical basis and evaluation indicators with the status quo of urban communities in various countries.Combine.Therefore,this paper studies the problem of urban community disaster resilience measurement under the influence of rainstorm disasters that frequently plague urban communities,and proposes countermeasures to improve the toughness of empirical research samples.Firstly,this paper sorts out the origin and development process of the concept of resilience,and organizes the theoretical research and practical research of resilient cities and resilient communities after the concept of resilience has been introduced into the urban management field,and summarizes the evaluation methods and index systems of resilient cities and resilient communities.Lay the foundation for the study of this article.Secondly,combining with the characteristics of Nanjing urban community,we select and formulate suitable indicators to construct the urban communities’ rainstorm disaster resilience evaluation index system from six aspects: nature,economy,material,society,human resources,and organization.Finally,a quantitative measure of the degree of resilience of rain and flood disasters in Jishan Community,Jianye District,Nanjing City,was proposed,and corresponding countermeasures were proposed for the six capitals of ecology,economy,society,material,human resources and organizations.The main conclusions of this paper are as follows:(1)The disaster resilience of an urban community is not only the toughness affected by a single factor,but also affected by many factors such as the natural,economic,social,material,human,and governmental organizations of the urban community.This is a comprehensive reflection of the complex interplay and interrelationship of these elements;(2)Quantitative analysis of the resilience of the Jishan community in Jianye District,Nanjing City.Among the six capitals that affect the resilience of disasters,social capital and human capital are the two most indispensable capitals;Through the analysis of the results of measuring the resilience of rainstorm disasters in Jishan Community,we can improve the resilience level through measures such as community ecology,economy,society,material,human resources,and organization.The main innovations in this paper are as follows:(1)Defining the concept of toughness in rainstorms in urban communities,describing their characteristics and analyzing their causes;(2)Constructing an urban flood resilience assessment system;(3)Proposing countermeasures for improving the resilience of rainstorms in Jishan communities. |
