With the global climate change and the rapid development of the city in our country,the problems of urban environment and all kinds of urban construction have become increasingly prominent, the city meteorological disaster occurrence frequency and intensity is also growing. In the major cities of China, rainstorm waterlogging disasters have occurred in recent years, it effect the people's lives and life and property safety, and caused the people's extensive concern on urban rainstorm waterlogging disaster prevention and control. But the current urban waterlogging prevention is too dependent on municipal drainage facilities, and urban drainage system own problems also emerge in an endless stream, so single urban waterlogging prevention measures and waterlogging prevention low ability are the main cause of urban waterlogging. At present, our country vigorously promote urban construction of sponge city construction, although it provide the new way to enhance urban waterlogging prevention capabilities, and improve urban waterlogging situation, However, only relying on reconstruction and facilities upgrading by low impact development design in urban local part, it is difficult to fundamentally eliminate completely urban waterlogging hazards, and reduce waterlogging disaster loss. Therefore,how to solve urban rainstorm waterlogging from the source, and to buid systematic,ecological, elastic, sustainable urban waterlogging prevention and control system is the key and difficult point to solve urban rainstorm waterlogging disaster.In this paper, the typical northern city was the main research object, and the author made a scientific summary of disaster mechanism, risk structure and weak point of waterlogging prevention planning for the typical northern city rainstorm waterlogging,through the analysis of urban rainstorm waterlogging disaster system and its dynamic mechanism, combing the north typical city waterlogging disaster evolution, mastering the risk status of northern typical city rainstorm waterlogging disaster and the analysis of various problems of planning prevention and control system in the northern typical city waterlogging etc. Then, on this basis, author established the urban waterlogging disaster prevention and control planning system, which made foreign advanced cases as a target,supported by the wisdom technology, consisted by the urban planning system and city emergency system waterlogging prevention complementary. The operation of waterlogging prevention and control planning system make the the whole process of waterlogging disaster prevention and control come ture,which based on the wisdom risk assessment of disaster, relying on systematic, ecological, sustainable urban waterlogging prevention planning and design methods and low impact development design methods,supported by the construction of the perfect emergency management system.In addition,the paper also focused on the exploring on application of wisdom technologies such as simulation technology in urban waterlogging prevention and control planning system,and the paper described the use way and important role in waterlogging control system with advanced wisdom technology.Finally, taking part area of Shijiazhuang city as an case, through using MIKE hydrodynamic software and construction of city fine model, rainstorm waterlogging disaster risk in the study area was assessed, the main causes and the planning control problem of the waterlogging was proposed, and the specific urban planning system promotion strategies, planning and design improvement program were provised for improving the study area waterlogging disaster prevention and control.
