In today's world,energy conservation is already a consensus.As an important industry of the people's livelihood,the huge energy consumption of the building has also been the attention of countries.Existing building energy saving,as an important part of building energy conservation work,has been carried out in our country for many years.Entering the "Thirteenth Five",the relevant departments of the state and the local government have developed policies of transformation of existing buildings.According to " Carrying out during?Thirteenth Five? the green building action plan ",Harbin municipal government is expected to complete the transformation amount of 12 million square meters,including 2 million square meters of the public building energy conservation.The roof is an important part of the building envelope.Roof energy consumption accounts for about 5% to 10% of the total energy consumption,accounting for more than 40% of the total energy consumption.While the cold area of the roof energy consumption is even more severe.Therefore,it is very important to evaluate the energy saving of public building roof in severe cold area.For the roof,the transformation is not only related to energy conservation,but also related to waterproofing,because it is the protection of energy conservation.Taking the Harbin city as the highest latitude in the coldest area as an example,this paper first investigates the basic situation of its public building roof,and then analyzes the energy consumption characteristics and main influencing factors based on the survey results.Finally,based on building energy efficiency design standards(GB50189-2015),combined with the cold climate characteristics,this study puts forward six kinds of transformation program.On the basis of this,29 related evaluation factors were extracted based on actual research and literature review,and 17 evaluation indexes were identified by expert questionnaire method.And then transforming the project reliability,economy,convenience,durability,environmental protection and adaptability as the standard layer,so as to improve the hierarchical structure.This paper puts forward and constructs the evaluation system which is suitable for roof renovation of public buildings in severe cold areas,and uses AHP method to determine the weight of each index.Finally,the evaluation of the six transformation schemes mentioned above can be used to apply evaluation system.the according to the individual and overall score of each transformation scheme in the evaluation,this paper analyzes the transformation plan s.
