Research On Normalized Path Of The Adjustment Of Regulatory Planning Based On ‘Motivation-Influence' Analysis

On the current technology of planning marking and the model of governance,‘The Adjustment of Regulatory Planning' has become the main technical means to realize the flexibility of controlling and improve the adaptability of planning,in order to cope with the complexity and uncertainty of the development of the real environment.However,non-standard adjustment may eliminate the original intention of the control and even undermine its mechanism of action to trigger many issues about urban development,social equity or others,in the absence of the corresponding system of protection.How to regulate the work of the alteration has become an urgent topics for planning management.This paper is based on the statistical analysis and processing of 186 specific cases in five cities in China.From the perspective of ‘Motivation-Influence',it takes the combination of quantitative and qualitative analysis,combining theory with practice,and so on.Based on the deep analysis of current situation and problem,reflecting the current constraints of the mechanism to raise optimization strategies of building the standardized path.The main contents of this paper are reflected in the following four aspects:Based on the statistical analysis and explanation,it illustrates the motives from three dimensions of the application reasons,the main body and the content.And then the inherent causes of regulation are unearthed,which is the impact of external environment,the driving by multiple interests and multi-Rules of their own technical defects.It is recognized that the adjustment of regulatory planning is the inevitable result of urban development.The quantitative analysis of the changes before and after the adjustment is carried out from the two levels of the block and the area.It is found that the adaptability of the controlling was improved,the urban development was orderly and the intensive use of the land was promoted by the adjustment.But there are negative impacts,such as violations of public interest,disrupting the fairness of the market,undermining the overall development of the city or even weakening the seriousness of regulatory planning.Based on the analysis of the game process between the five major players which is the main body of the market,the planning management,the technical demonstration,the demonstration and the public participation.It reveals the defects of the current restraint mechanism including the following four aspects: the loose of the project application,the limitations in technical argument,the imbalance of the participation,the lack of basis for administrative discretion,and the lack of public expressing,which are the root causes of the problems about urban development,social equity and others.Finally,proposing optimization strategies of the normalized path of the adjustment from the nstitutional level.Such as based on local characteristics,selecting effective adjustment mechanism;encouraging multi-party participation to promote the coordination of interests;paying attention to economic regulation and carrying out the policy of rewards and punishments;emphasizing on dynamic maintenance and strengthening long-term management.It is a long process to be standardized.This paper puts forward some advice of the management of the adjustment,so as to provide a useful reference for the standardization construction.
