With the completion of laws of controllable plan in large scale, the focus on controllable plan in society has changed from plan laws to its evaluation of efficiency. Meanwhile, the emphases on the work of urban planning have also changed from " how to establish regulations rationally" to "how to carry out regulations efficiently" .It' s an unavoidable problem that the authorities must face and a new field in research of urban planning that how to standardize the adjusting work carried out in controllable detailed plan, improve the adjustment of controllable detailed plan and promote controllable detailed plan in the "sustainable mode" .The thesis, basing on the results of established controllable plan of Changsha City, clarifies the problems existing in controllable plan of Changsha City from its establishment to implement by concluding and analyzing the adjusting situation from 2001 to 2006 in Changsha. At the same time, the thesis has systemic research on how to improve the process in controllable plan adjustment, standardize the construction of rectifying regulations, strengthen the research on the reasoning methods of controllable plan adjustment and how to have corresponding reform in establishment of controllable plan and some aspects of this sort and also puts forward some measures and suggestions which can be referred by authorities of urban planning.
