With the deepening of smart grid construction and the continuous development of power communication technology, the service object of power communication network gradually extends from high voltage main network to medium and low voltage distribution network.Because of the operation environment of the network compared to the main network, harsh natural environment, more man-made destruction. Therefore,it is particularly important to establish a reliability index system of power communication network to guide daily operation, maintenance and inspection. The first task of this paper is to establish a reliability index system of power communication network with 45 indexes by consulting relevant technical specifications, academic research papers and other data, and investigating 10 power supply bureaus. In order to ensure the comprehensiveness of the reliability evaluation of power communication network, the preliminary system is slightly overstaffed,so the reliability index system of power communication network is processed by referring to the literature of reduction of relevant indicators and introducing rough set theory in order to simplify the index system and improve work efficiency. The second task of this paper is to propose attribute reduction method based on rough set theory. Then a rough set decision-making model based on grey clustering is constructed, and the function and usage of the model are analyzed. Finally, the validity of using rough set theory to reduce reliability index system is validated by comparing the grey clustering model before and after reduction with 10 examples of Power Supply Bureau using index system scoring and reduction.
