As is known to all, the electric power communication network is one of the three pillars that the power system runs safely and stably. What’s more, many important business of power grid need to be transmitted through electric power communication network, therefore it is of great significance to ensure the stability and the reliable operation of the electric power communication network. Making a research on the the stability and operation reliability of the electric power communication network thereby diagnosing the problems existed in the operation of the electric power communication network reliability and promptly, taking effective measures can be able to meet the rapid development of electric power communication network. So that, this can guarantee and improve the operation reliability requirements. Consequently, grasping the real-time situation of the electric power communication network and completing electric power communication network reliability analysis make a very important contribution to promoting the development of a smart grid, which is an extremely important practical value.In this paper, we summed up the detailed analysis of the current state of research on the electric power communication network reliability analysis. It introduces the analytic hierarchy used in reliability studies process method and the rough set method,and the concrete expression of electric power communication network reliability system design and implementation method also be presented in detail. The thesis established the power communication network operational reliability analysis model on the base of the analysis of factors affecting the reliability of communication network and site investigation.The subjective weight,objective weight and the comprehensive weights of the electric power communication network reliability analysis index are calculated based on analytic hierarchy process method and the rough set method,and as a basis for the operation of the actual power communication network reliability analysis.The system’s software is based on the C/S model, using Visual Studio 2005 development environment and C# as the programming language, established the required database with SQL Server 2008 r2.The system test shows that the calculation results are intuitive. It is concluded that the reliability of analysis results can be used as a running and dispatching personnel on the basis of reliability analysis, which is conducive to diagnosing the problem of electric power communication network reliability in time. Consequently, the operation safety level of electric power communication network is improved.
