Extreme weather caused by global warming is affecting all countries frequently, and the negative impact of disasters further deepens people’s concern about environmental problems. There is no doubt that the consumption of fossil energy is the main source of greenhouse gases, and the development of new energy provides a promising alternative to fossil energy due to the problems caused by the use of fossil energy, such as the impact on climate and non-renewable.Despite many obstacles and problems such as high initial investment cost, governments still provide favorable policies and considerable public funds for the development of new energy to support related research and development of new energy.Considering that different countries’ new energy policies will have different impacts on the development of their new energy industries to some extent, new energy products from different countries will have different levels of product competitiveness, and their corresponding influencing factors will also be different. Therefore, the world’s new energy products and the technological content of the new energy industry in each country at the transnational level are measured and compared, and then the development level of the new energy industry in each country is clearly and reasonably positioned at the world level, and the relevant influencing factors are carried out.Regression analysis is of great significance for improving the competitiveness of new energy products and promoting the sustainable development of a country’s new energy industry.Based on Rodrik(2006),Kumakura(2007)and Xu(2010)respectively,this paper calculates and compares the export technical complexity of the world’s new energy subdivided products and new energy industries at the transnational level from 2000 to 2015 in terms of technical content, and tests the regression equation by constructing anomalies.Conduct regional anomaly tests in various countries,as well as in Europe,Asia and the Americas. On this basis,two-way fixed effect model, stochastic effect model and 2SLS,GMM and LIML model are constructed to classify and analyze the influencing factors of export technology complexity evolution and regional anomalies in 30 countries(regions)from 2000 to 2015.The main conclusions are as follows:(1)At the level of new energy products in the world, the technical content of wind energy products is the highest, followed by biomass energy products and nuclear power products respectively, and solar energy products have the lowest technical content;however, the technical content of nuclear power products is higher than biomass energy products after considering the product quality differences. In the aspect of transnational new energy industry, the new energy industry of European countries has higher export technology complexity, and there is a big gap between the new energy industry of Asia and America, and this gap will change with time.(2)Both human capital and material capital accumulation have limitations of "degree".Considering the input and output of marginal capital, the input and accumulation of a country’s capital endowment is not the more the better, but should pay more attention to actual results.(3)R & D investment will help directly improve the export technology complexity of the new energy industry.Imports of new energy products have a significant effect on the export technology complexity of new energy industries in low-tech areas such as Asia, but not in high-tech areas such as Europe and the Americas.Based on the above main conclusions, this paper proposes that the governments should invest more relevant funds and support policies in the production of new energy products with comparative advantages in their own countries to maximize social and economic benefits, and optimize the capital endowment structure to maximize the complexity of the export technology of the new energy industry. In addition, the regions should also increase R&D expenditures to improve the technical level while considering the efficiency of technology conversion.
