Research On The Service System Innovation Of River-Ocean Combined Transportation Under The View Of Public Governance

Under the background of deepening the structural reform of the supply side and the strategy of "Reform of Customs Deposition",the Zhejiang Provincial Government has launched the construction of the River-Sea Intermodal Transport Service Center(Zhoushan)in an all-round way,and strived to make it a strategic fulcrum for the development of the Yangtze River Economic Zone and to integrate Zhejiang into the country."the Belt and Road" plays an important role in drawing the finishing touches.The main contents of this article include four aspects:Firstly,it clarifies the research background,purpose and significance of this paper,reviews the domestic and foreign literature research,introduces the research content and thinking method of this paper,defines the concepts of release and control uniform reform,River-Sea intermodal transport and River-Sea intermodal transport service,and introduces the new public management theory used in this study.On the basic theories of new public service theory,institutional change and externality of government behavior.Secondly,it combs the experience of international River-Sea intermodal service system to provide reference for optimizing Zhoushan River-Sea intermodal service system.At the same time,it introduces the implementation status of Zhoushan River-Sea intermodal service system from the perspective of qualitative analysis.Thirdly,the evaluation system of Zhoushan River-Sea Intermodal Transport Service System is designed by using the analytic hierarchy process.Seventeen specific evaluation indicators are established from four aspects:system concept,important tasks,implementation effect and safeguard measures.Questionnaires are sent out and quantitative analysis of Zhoushan River-Sea Intermodal Transport Service System is carried out from the perspective of relevant personnel.Satisfaction was investigated.At the same time,by analyzing the results of the questionnaire,combining with field research and expert interviews,it is concluded that there are six levels of problems in Zhoushan River-Sea Intermodal Transport Service System,such as regional cooperation mechanism,opening up,shipping norms,port investment construction,Port Supervision service,etc.Then,aiming at the existing problems,it is proposed to optimize and improve Zhoushan River-Sea Intermodal Transport Service System one by one.The policy provides guarantee for Zhoushan River-Sea Intermodal Transport Service System.Including six countermeasures of transport service system,and improving government support,optimizing industrial development environment and improving talent attraction.
