Study On Synergy Degree Of Expressway Programme Management

With the development of economy and the improvement of social requirements,industrial production has gradually evolved from extensive production to intensive production.The construction mode of expressway programme has emerged as a result,and the construction of expressways has begun in some regions,and the benefits of this mode has initially appeared.Compared with the traditional single project management,the programme management emphasizes the realization of the synergistic effect.How to measure and assess the synergistic effect in the management of the expressway programme,so as to "suit the remedy to the case" is of great significance for the improvement of the management effect,and it is also a key question affecting the promotion and development of the model of expressway.Here,we systematic comb the research on programme and collaborative management at home and abroad,and based on the theory and field research of synergetics and systematics illustrate and define the concept of highway programme and its collaborative management.We proposed that the goal of collaborative management of expressway programme is to achieve synergistic effects,ie,scale effect,symbiotic effect,and evolutionary effect;identifying and analyzing the elements in collaborative management under the goal-oriented system to obtain the four basic of elements management--resources,organization,information,and culture;on the basis of the connotation of the synergy degree of the expressway programme,the index system and calculation model of expressway programme management consisted of 4 criterion layers and 44 indicators were constructed from the perspective of the management factor in subsystem.Taking the Jingqian Expressway programme in Hubei Province as an example,the weights were determined using the entropy method and the synergy degree of each stage was calculated.Based on the analysis of the results,a strategy for improving the degree of synergy was proposed.Here,the idea of synergetics is introduced into the expressway programme management,and a collaborative management target system and a management factor system are proposed,and a synergy degree calculation model of expressway programme management is constructed.It provides a new way for the objective assessment of expressway programme management performance,and the performance diagnosis and feedback for management.It is an basic guarantee for enhancing the synergy effect,and is conducive to the accumulation and promotion of successful experience in expressway programme management.
