Because of the process of rapid urbanization in China,the urban water security problem is becoming more prominent.Reasonable construction of Rainstorm Ecological Security Pattern is an important means to guarantee the safety of life and residence.In city planning,city space layout and the specific control method proposed method based on digital technology,and to deal with the prevention of waterlogging disaster phenomenon,is the frontier of current research on city disaster prevention planning.The paper combines the state key scientific research fund in the 13th five-year planning,uses systematic thinking with multidisciplinary permeation and integrative operation of hydrologic model,GIS model,SWMM model and LID technology to suggest prevention and control methods and implementation scheme for urban rain waterlogging disasters by combining the actuality of planning from the aspect of urban planning system.The paper takes a macro perspective to study the urban area of Xiamen.Based on coupling of GIS spatial distribution and SCS-CN hydrologic model,it defines the space of inundated area as position,and demarcates red line area,buffer area for protection and planning of urban waterlogging,urban elastic space and eco-conserving area.Then,it appraises the safe space of river water area according to the precipitation in storm recurrence period,builds a mesh system of safe pattern for Xiamen for storm flood period,which includes "dotted water sources+inudated patch+river gallery",and raises prevention and control scheme including safe patterns of high,middle and low levels in storm flood period.By combining the development status quo,the paper points out that the primary areas where low-level safe pattern occurs are estuary,river band,reservoir and peripheral area in Xiamen.Via construction of safe pattern during storm flood period,the red line boundary,and proection and control are controlled,intensive planning of spatial pattern is improved,construction of ecological aquatic environment is optimized,and storm flood management,etc.are enhanced.The paper concretely researches some parcels in area with low security in Xiamen from microcosmic perspective,and builds SWMM storm runoff model for the region of interest according land type,terrain gradient,pipeline layout,etc.,which stimulates the scene of once-in-two-year,once-in-five-year,once-in-fifty-year for rainstorm recurrence period to analyze the runoff-discharge condition and pipeline position with high risk in rain waterlogging-prone regions,etc.The LID development technology is utilized to deploy optimization scheme to the region of interest and stimulate again.The result shows that reasonable arrangement of LID measures can reduce waterlogging of rainstorm and lower hour flow of flood peak.Lastly it is proposed to use LID technology to reduce impervious area of Xiamen,reasonably use rain retention effect in Xiamen,and implement the method of controlling index by different units for LID to alleviate rain waterlogging.The content of research on rain waterlogging in this paper mainly includes:natural depression in geographical conditions and permeability of underlying surface in artificial construction.The Xiamen area and local waterlogging-prone area of low security level are researched with systematic thinking.Based on macroscopic storm flood security pattern,the concrete red line demarcation and spatial planning are conducted.Besides,the paper proposes combining the smart technology to build digital platform and combining safe distance to build evacuation exit.Also,it suggests defining position of rain waterlogging-prone region based on microcosmic perspective,and alleviating rain waterlogging by improving network system,designing hydrophile green infrastructures and selecting LID schemes,etc.
