In recent years,with the global warming,extreme weather events more and more,heavy rain and other disasters to the city and residents with a huge loss of life and property.The traditional way of disaster prevention is difficult to cope with the residents' disaster prevention needs,and it is urgent to study the prevention and control toughness of waterlogging disaster.Through the selection of the view of rainwater and flood prevention,the community was used as the research object,using the method of analytic hierarchy process and comprehensive fuzzy analysis to construct the community toughness evaluation system.Taking the existing community in Jinan as an example,the community toughness evaluation system was studied,And then put forward to enhance the community toughness optimization strategy.Through the reading of a large number of related literature and materials,this paper summarizes the basic connotation of disaster prevention theory and sponge community and other technical means of rainwater management,combined with the situation of disaster prevention community construction at home and abroad,summarizes the advantages and disadvantages of disaster prevention community construction,Identify the difference between toughness communities and sponge communities.The use of experts to score the way,through the selection of indicators,the establishment of social disaster prevention facilities disaster prevention capacity,community space disaster prevention capabilities,community disaster emergency response capability,community comprehensive disaster prevention management capacity,intelligent and disaster prevention communication capacity Level indicators,subordinate 10 secondary indicators,37 three indicators of toughness community evaluation system,and find the weight of the indicators.The AHP-comprehensive fuzzy analysis method is used to construct the index system of the toughness community,and the disaster prevention ability of the resilient community is divided into two grades,which is relatively poor,generally better than the four grades.The four communities were selected as the research object,four communities were selected,the scoring system was evaluated according to the indexes,the four communities were evaluated by the methods of field survey and questionnaires,andthe results were compared and analyzed Horizontal comparative analysis.The results show that the performance of community toughness is related to the construction age and composition of the community,and the emphasis on daily disaster prevention construction and management can enhance the toughness of the old district to a certain extent.If the new community does not attach importance to the construction of non-project disaster prevention measures,it may also reflect poor The toughness of the increase in the risk of rainstorm.At the same time,the current community for the prevention of disaster prevention and construction of the general lack of reform in the need to be taken seriously.Finally,from the three aspects of spatial structure,landscape ecology and disaster prevention facilities,the technical aspects of disaster resilience are analyzed,and the concept of sponge community is combined into the ductile community under the view of rainwater and flood prevention.Engineering technology means level,summed up the community risk communication model,the wisdom of technology applied to the construction process of tough communities.Improve community resilience.
