Research About The Reform Of Municipal Highway Maintenance System In Guangzhou

As a public product,the municipal highway is an important communication channel between the city and the outside world.The government is the main body of municipal highway maintenance.But in practice,as the municipal highway is a new thing in the history of highway development in China,there is no mature management and maintenance system of municipal highway for reference.In the municipal highway management and maintenance system,the traditional highway management and maintenance mode is generally adopted,and the results are not satisfactory.In recent years,the urbanization of Guangzhou has developed rapidly,and the drawbacks of the municipal highway maintenance system have been highlighted.In order to better meet the needs of Guangzhou municipal highway management and maintenance,this study based on literature analysis and field survey visits and other methods,Guangzhou municipal highway management and maintenance system was studied.Through the study,the main conclusions are as follows: the existing system of Guangzhou municipal highway management is not clear,poor communication and cooperation among departments;management departments lack the right to speak,part of the road infrastructure construction lags behind,insufficient funding support,low level of market-oriented operation of management and maintenance and other issues.In view of the above problems,combined with the needs of the reform of the management and maintenance system of the municipal highway,this paper puts forward to clarify the legal status of the municipal highway in the legal level,establish the coordination mechanism of various departments,enhance the voice of the management and maintenance departments in the planning and construction stage,optimize the financial guarantee,and actively promote the market-oriented reform of the management and maintenance.
