Construction Of Performance Evaluation Index System Of Non-Toll Road Projects Under PPP Model

According to the top design document of "Opinions of the CPC(Communist Party of China)Central Committee and the State Council on deepening the reform of investment and financing system",PPP pattern plays an important role inside.The projects are not allowed to apply PPP model include following situations: the one is there are only project construction contents instead of construction and operation,and another is there are no clear payment system based on performance assessment.The amount of investment involved in financial expenditure accounts for 85% of the total investment,the non-toll road project under the PPP mode is an important part of the government-paid project.The significance of this research are both how to use the PPP model for non-toll roads successfully and to provide important basis for the government to pay for the performance of non-toll roads under the PPP mode.In this paper,through the establishment of non-toll highway PPP mode of performance evaluation index system and the corresponding assessment methods to achieve this goal.The main content of PPP model transaction structure as a preliminary explanation,and then focus on the non-toll road project PPP model feasibility,necessity and compliance analysis,and draw the important of performance evaluation of non-toll road project under PPP model.Using KPI analysis is not only concern to the construction period,quality,safety,environment and standardization site,traffic interruption days but also to focus on the systematic research on the operation quality,traffic safety,environmental impact and other operational performance evaluation of road projects during the long operation period,and establishes a complete performance evaluation index system,evaluation criteria and evaluation results.At the same time,the paper demonstrates the application of performance evaluation results in PPP project practice,and adopts the bidding procurement approach to embody the above related content in PPP contract.Through the real case practice,establishing and application of assessment indexes in Non-toll country road are the perfect example demonstrating the vitality and efficiency of PPP management models.This assessment system not only serve as presuppositions for infrastructure project applying PPP model,it also satisfy the demand of PPP standard management.Moreover,this system is the most important guarantee for the conducting of the PPP project in the later stage.
