Research On Cooperative Interaction And Trust Mechanism Between Government And Enterprise In Toll Road PPP Project

In recent years,the Public-Private Partnership(PPP)model,as a new model of public service supply and infrastructure construction,has been widely used in the field of toll roads.Through the PPP model,not only attract a large amount of potential private capital to the field of transportation construction,make full use of social capital's financing,technology,and management advantages,but also through close cooperation between government departments and social capital parties,establish special personnel and functions in the new era.A clear and well-defined government-enterprise relationship is conducive to clarifying the boundary between the government and the market,making the construction of infrastructure more efficient and the service of public goods better.From the perspective of the development of domestic toll road PPPs,2016-2017 is the time when a large number of toll road PPP projects started.After several years of construction,most of these projects will be completed around 2020 and enter PPP projects for up to 20 to 30 years.During the operation period,the incomplete contractual disadvantages of the PPP model will gradually emerge at this stage,and cooperative relationship governance will become the main governance content at this stage,and mutual trust is the proper meaning of relationship governance.Based on the analysis of failed cases of toll road PPP projects at home and abroad,it can be seen that the lack of understanding of the government and enterprises on the governance of the cooperative relationship and the failure to establish a cooperative interaction and trust system between the two sides are the important reasons for the occurrence of opportunistic behaviors,the increase of cooperation cost,the decrease of cooperation efficiency and the breakdown of the government-enterprise relationship during the project.Therefore,establishing an effective and efficient cooperative relationship between government and enterprise,maintaining the level of cooperation and trust,and improving the cooperation performance between government and enterprise are crucial to the success of PPP projects.And domestic research of the current trust in the PPP is still focused on the concept,classification,factor level,or only to trust a particular aspect of the construction of the project,a lack of trust mechanism,methods of research,not form a trust mechanism of the construction of the systematic scheme of PPP project,a lack of actual project "how to construct enterprise cooperation trust" systemic,practical research,related research results to the practice of guiding significance to the more limited.Therefore,the research of this paper will make up for the shortcomings of existing research,closely combine practice,and provide mechanism and methodological guidance for constructing the trust system of government-enterprise cooperation in the practice of PPP projects.This paper carried out a toll road PPP project cooperation interaction between government and enterprises and trust mechanism research,first of all,both at home and abroad toll roads PPP failure case was analyzed,think the enterprise is lack of cooperation and mutual trust relationship leads to the important cause of the failure of the rupture,project cooperation,and from the perspective of the development situation of domestic toll roads the PPP projects,a large number of projects is entering a crucial stage of the construction of the relationship between governance and trust;Then,this paper analyzes the behavior characteristics and differences between government and enterprise from three aspects,and holds that the non-integration trend under differences can be broken through cooperation and interaction.At the same time,three approaches of PPP governance are studied,the supplementary effect of relationship governance on PPP's natural disadvantages is illustrated,and the key role of trust mechanism construction in relationship governance and cooperation interaction is further analyzed.Next,based on the literature research and interviews,puts forward the characteristics of PPP subject trust,analysis the development approach of the PPP trust,forming process,key factors,the core content of the construction of the trust,and toll roads on how to construct the main body of the PPP project trust mechanism and system,puts forward the PPP trust mechanism system should include seven mechanism,and expounds the concrete contents of the various mechanisms;After that,the PPP trust mechanism system proposed in this paper is applied to the practice of the PPP project of wengxin expressway.The cooperative trust mechanism system of the PPP project of wengxin expressway is established from the two stages of initial trust and continuous trust,and the project implementation,cooperation trust and interaction are analyzed to verify the effectiveness of the research results.Finally,the practice of PPP project of wengxin expressway is summarized from two aspects of systematic construction of trust mechanism and concrete measures to enhance trust,so as to provide guidance for similar projects.
