The Investigation Of The Problems And Countermeasures In The PPP Contract Formation Process Of The Ring Railway Project In Anshan City

After the Eighteenth National Congress of the Communist Party of China in 2013 put forward that market forces play a decisive role in the allocation of resources,the central government vigorously promoted PPP(Public-Private Partnership),local governments sought to cultivate new economic growth points,explore new approaches to supply public products and services,and further transform government functions and promote the governing ability of government.While,social capital scout for good investment opportunities.It can be said that PPP was given an important mission,and has caused a series of changes in China.However,behind the appearance,hidden problems and risks cannot be ignored.In recent years,a number of PPP projects in practice stop before the PPP contracts are signed.The contract formation process of PPP is very important,which concerns the success of the whole PPP project.Therefore,it is necessary to do the research on the contract formation process of PPP.It is of great theoretical and practical significance to increase the landing rate of PPP projects,increase the effectiveness of PPP promotion so as to fully play its role,and then deepen the research on PPP theory.Based on a case study of the Ring Railway Project in Anshan City,this paper adopts literature review with the on-the-spot form-interview investigation together,studies the problems and countermeasures in the contract formation process of PPP.This article mainly follows the overview of the present situation,the problem,the reason and the countermeasure.First of all,the paper combs the theoretical basis and research literature at home and abroad related to PPP.Secondly,by means of on-the-spot interview,literature review and this paper analyze the problems in the contract formation process of PPP,and try to find the deeper causes behind them.Finally this paper puts forward some specific countermeasures to deepen the problems in the contract formation process of PPP,which are setting up a sound legal system of PPP,strengthening and improving the oversight of contract formation process,establishing a reasonable mechanism of PPP talent,and cultivating the government's contract spirit.
