The development zone is an important carrier of city function expansion andeconomic development, since reform and opening up, it has played a great role for thecity’s economic development. As the city scale expansion and the industrial structureadjustment, the development zones which are in early development, close to the city andeven into the city are in transition, they are starting "the second enterprising" renewalmovement. However, government finances in dire straits is due to the difficulties of landproperty rights coordinating and the high renewal costs. It is difficult to promote therenewal of industrial lands.In much practice of urban renewal at home and abroad, cooperation of differentstakeholders gradually changes the directed thinking of government-led, it also provides anew idea which solve problems in the renewal of industrial lands. The paper takesindustrial lands in the development zones as an research object, and puts forward renewalstrategies and planning methods by introducing the idea of public-private-partnerships. Ithas the urgent practical significance and application value in the current renewal upsurge.Firstly, this paper proceeds with the concept definition of the renewal of industriallands in the development zones and public-private-partnerships, analyzes the theoreticalsources on public-private-partnerships from three different views, which provides the basisfor research. Secondly, it combines with the background, sums up three types, that is,industry upgraded, function changed and demolish rebuilt, and concludes the problemswhich cover lack of land property rights coordination and renewal price of the landincreased, conflicts of interest related subjects and lack of multilateral negotiations, poorpolicies and public supervision. Thirdly, it analyzes the feasibility of the application inpublic-private-partnerships, based on the three elements of cooperative renewal which areequality elements, effective elements and explicit elements, this paper puts forward thestrategies for cooperative renewal, flexible operation and joint implementation. Finally, forthe three principles of the renewal planning on dispassion, diversity and durative, it formsthree operability planning methods, which include the overall thought on the premise ofcooperation planning program, planning process in various flexible means for guarantee,and planning implementation supported by policy combining guideline.
