Research On The Responsibility Investigation Of Major Accidents In Road Traffic Safety Production

At present,China is in a period of rapid development.The level of social economy and comprehensive national development is constantly rising,and people's living standards are constantly improving.As social development enters a new transition period and changes in environmental diversity,it has brought corresponding tests to the development of the Chinese government.It is particularly important to strengthen accountability and promote the construction of responsible governments and government under the rule of law.Since the "SARS" incident in China in 2003,the Party Central Committee has attached great importance to major accidents in production safety.Nowadays,the accountability investigation for major accidents in safety production has been widely applied in the field of public administration in China.This shows that China has entered the path of regularization and institutionalization in the investigation of the responsibility for accidents of production safety accidents.However,due to the lack of time for the investigation of the responsibility for the investigation of safety production accidents in China,there are still some defects in its theoretical establishment and research.In major safety production accidents,most internal government personnel complete investigations and accountability procedures.Due to the responsibility of the department itself,there is a game of responsibility between government departments,which is prone to insufficient or excessive investigation.This paper studies the issue of accountability for major accidents in road traffic safety production.Proposing information asymmetry in the major accidents of road traffic safety production leads to negligence on public's willand decision penalty?bias on responsibility investigation?the management of accountability officials after punishment and the shortage of uniformity in accountability standards.This paper will analyze the cause of the problem and try to discuss the following countermeasures: 1.Strengthen the sense of responsibility and build a responsible government;2.Improve the responsibility and investigate the legislative construction and formulate unified standards;3.Accelerate the construction of government information and ensure symmetry with public information;4.Establish a responsibility assessment system and improve the public complaint mechanism;5.Strengthen the construction of multi-channel supervision mechanism.Improve the countermeasures for the accountability mechanism of major accidents in road traffic safety production in China,and then extend it to the theory of accountability investigation from the perspective of administrative management with Chinese characteristics,improve the procedures and arguments for accountability,and thus constructively construct the accountability system.With the help of this,we will further improve the construction of our accountability system.
