With the development of national economy and the improvement of living standard, the traffic plays more important role in everyday living, and the road traffic is especially important in it. The road traffic helps the people to move quickly and efficiently, while it could endanger life and possession. So it is an important task in modern time how to protect the people life and possession in road traffic. Firstly ,the paper expatiates traffic situation and measure of the typical countries such as Australia,USA,German etc. And it analyzes the traffic situation of our country, special researches the traffic situation and features of the city, concludes two important factors which influence the urban traffic situation, road factor and environment factor. Secondly, The author brings two methods to equivalent the urban traffic accident: road safety principal component analysis and AHP-fuzzy synthesis analysis. Road safety principal component analysis is a new method which is based on viewpoint of everything serves for human being, and analyzes the incline that aggrandizes the duty of drivers and ignores the effect of road factors that could prevent or induce the road traffic accident, implements evaluation of the road safety by building a road safety synthesis evaluating indicator system. This method is propitious to discover dangerous section of the road, and advice the relevant department to build and repair it in time. AHP-fuzzy synthesis analysis is emphasized on the safety evaluation of the operational or reconstructed road, which utilizes the traffic accident guideline. Last the paper bring forward a road safety examining table, the examining table and the two methods can make a clean sweep of the hidden trouble of road safety, and reduce the traffic accident. On the basis of the accident data of Fuzhou city and the support of system theory, the author develops the road safety evaluation index system and road black-spots identification methods apply to the situation of road in Fujian Province by analyzing systematically road and traffic facility. Accordingly, it provides partially safety management with scientific elements insures that can make full use of the function of road traffic system.
