| With the rapid development of China’s economy and society,the load demand and peak-valley difference of power system are increasing day by day.With the massive integration of anti-peak-shaving new energy source,and the construction of nuclear power operating as a form of basic load,the situation of power system has become unprecedentedly severe.Thus,it is vital to fully explore the power regulation feature of peaking power source represented by pumped storage power stations.Meanwhile,with the deepening power market reformation and the power management system changing from vertical monopoly to market competition,the extensive management power industry is also developing into refinement management,the current existing operating mode and its price mechanism of pumped storage power plant and will not be applicable.Thus,based on the summarization and analysis of the research status of the operation mode of the pumped storage power station and the auxiliary service charging compensation mechanism as well as the research of electric power science and technology projects,this paper comprehensively studied the operation mode of pumped storage power station considering the benefit compensation of auxiliary services.The main contents and achievements of this paper are as follows:(1)The purpose and significance of the research are described at first,and the pumped storage power plant operating model of the key issues are analyzed.Then,the auxiliary service capability of power station is described,analyzed and summarized.The cost composition of each auxiliary service,and the cost of auxiliary service is calculated in detail.Finally all the costs are summarized as common billing cost and the un-common billing cost,the simulated calculation emphasized the auxiliary service cost can not be ignored,need to be reasonably priced compensated.(2)Aiming at the present situation that the operation mode of pumped storage power station can not realize the benefit of auxiliary service of power station,a three-part electricity price operation model with supplementary service cost compensation is proposed.According to the situation of the auxiliary service cost accounting mechanism of the pumped storage power station constructed,a charging mechanism of auxiliary service measurement and cost accounting is put forward based on the situation of the power station participating in the grid dispatching.The electricity recovery methods and the cost of the existing two-part operation model is thus analyzed,and a comprehensive three-part pricing model is proposed with the principle of non-repeat billing.Finally,based on a case study of a pumped storage power station,the rationality of the proposed operation mode is verified,and the good effect of the operation mode in supporting the auxiliary service is highlighted.(3)Aiming at the current situation that the pumped storage power station operation mode can not reflect the demand of power grid,a new two-part electric power operation model based on cooperative game method is proposed,which is modeled on the cost allocation problem of auxiliary service of pumped storage power station.Then,based on the capacity and power demand of auxiliary service of power station,the Shaply value method is used to solve the problem that the auxiliary service should be allocated Fixed cost and annual variable cost.At the same time,the annual fixed operation of the ancillary services cost is accounted as the service capacity price and the annual change in cost is accounted as the service price of electricity to develop a new two-part electricity price mode of operation.Finally,based on an example of a pumped storage power station,the rationality of the proposed operation mode is verified,which shows that the operation mode satisfies the demand of power grid and gives full play to the dual advantages of power station auxiliary service capability,and also refines and balances the service of power station price.In summary,this paper has carried on thorough research to the auxiliary service cost compensation and the power station operation mode of the pumped storage power station,and has put forward two new operation modes aiming to solve the shortcoming of the existing operation modes.This paper provides the research foundation and technical support for further study on the pumped storage power stations. |
