A Study On Mode Of Public Private-Partnership Cooperation In Expressway Projects In Yunnan Province

In recent years,countries in the field of infrastructure to promote Public-Private Partnership model,emphasize the decisive role of further play to the market in the allocation of resources,the transformation government function,establish modern management system,promote the rule of law,and to encourage the government cooperation by franchising,buy services,equity,and social capital to establish benefit-sharing,risk sharing a long-term cooperation relationship.Yunnan Province belongs to the southwest border,the economy is underdeveloped,the basic,pioneering and service nature of the highway determines that Yunnan Province must accelerate the development of highway.At the same time,the highway construction funds demand and high operation management requirements,with the actual financial support ability is limited,Yunnan Province highway project to Public-Private Partnership model to become the best choice for Yunnan Province.Highway project,however,the PPP mode structure is complex,process trival,for Yunnan Province,the study also rarely,understanding is not enough,the PPP mode construction has not formed the scale,at present is still in exploring stage,need to combining the reality of Yunnan Province to the difficult problem in the process of the PPP project implementation are studied.From the perspective of public management,this paper closely with Yunnan Province feeling,expedite the construction of expressway in Yunnan Province is analyzed the importance of economic and social development,the highway project to the government and social capital(PPP)model,the necessity and feasibility of cooperation and combining the international and domestic transport infrastructure PPP project success and failure of typical cases come to the conclusion that the PPP project implementation process to focus on and solve the problem.In Yunnan Province is proposed to implement M highway as an example of its operating mode,the government and social capital main rights and obligations,risk sharing,and revenue sharing mechanism,the project fee and price adjustment mechanism,the regulatory system,investment and financing structure and social capital purchase way to carry on the practice,on the basis of highway project in Yunnan Province take the PPP mode put forward countermeasures and Suggestions.
