Research On PPP Mode Of Rural Highway Construction In Z City,Jiangxi Province

In order to let farmers enjoy the fruits of urbanization,the 18th national congress of the communist party of China(CPC)clearly put forward the concept of "new urbanization".Just as transportation is the forerunner and foundation of modern economic construction,rural roads are an important support for the construction of "new urbanization",the basic conditions for ensuring the production and living of farmers,and the leading and basic facilities for agricultural and rural development.General secretary xi jinping on the construction of "four good rural roads" a series of directive spirit,but also for the development of rural roads into a strong agent.On May 26,2015,the ministry of transport issued the opinions on promoting the construction of "four good rural roads",requiring further improvement in the construction,management,protection and operation of rural roads,so as to gradually eliminate the traffic bottlenecks restricting rural development.and provide better guarantee for the majority of farmers to get rid of poverty and become well-off.Against this backdrop.China has launched the largest rural road construction and renovation project in history.However,the infrastructure construction of rural roads often needs a large amount of funds,and local governments,especially county-level governments in less developed areas,are increasingly faced with the problem of insufficient funds for rural road construction,which are mainly from government self-financing and domestic bank loans.Therefore,the government and social capital cooperation(PPP)model with its beneficial to integration of social resources,revitalize the stock of social capital,stimulate private investment in energy,expand the enterprise development space,promote economic growth,promote the adjustment of economic structure and the advantages of the transformation and upgrading,become a local government to resolve the debt,the most important way to promote the project construction.Under the guidance of central policy,local governments began to carry out a series of public-private partnership(PPP)projects in rural road construction.In the development of rural highway construction,Z city of jiangxi province also actively adopts PPP model.After several attempts,it has achieved certain achievements,but some problems are exposed during its development.Under the background of the state vigorously developing the construction of "four good rural roads" and continuously strengthening the standardized supervision of PPP projects,this paper studied the PPP model of rural road construction in Z city,jiangxi province.Through to the related data collected and summarized,on the one hand,analysis of Z city in jiangxi province rural highway construction the development course,results of the PPP mode,on the other hand for Z city in jiangxi province rural highway construction the PPP mode existing problems are presented and parsing,including asymmetric information phenomenon,the contract risks,bidding loopholes,regulation become a mere formality,produce trust crisis,etc.,and analyzes the factors for the above problems,including the government lack of correct recognition of the PPP mode,lack of professional consulting unit,imperfect laws and regulations and so on.Based on the successful experience of PPP projects in rural road construction in other provinces and cities,this paper proposes Suggestions to improve the breeding environment of PPP in rural road construction in Z city,jiangxi province and standardize the PPP development in rural road construction.
