A Survey Of Factor System For PPP Highway Project Attracting Society Capital Sector

As the the developing of urbanization,the people’s demand for public goods is increasing.Intraditional,the government invest public goods,but that makes the government undertake lots debt.In order to decrease the government’s debt and transfrom the government’s function,our country use the PPP in the infrastructure field.With the PPP,the government can reduce the debt press and use the superiority of money,technical,management from the society sector,but the enthusiasm of society sector participation into the PPP is low.The paper is try to build a factor syetem about attracting the society sector participation into the road projects.The PPP project into the performance period is low and that reflect the society sector’s enthusiasm participation into PPP is low.The paper wants to build a factor syster aboutt attracting the society sector participation into PPP.There is some barriers when society sector participation into PPP,but some experts is study the hard and get exciting achievement.Summarising the PPP theory,risk theory,agency by agreement,and we build the factor syetem.We use three way to build the system.With the help of data analysis,summarization of paper,industy characteristic,we choose twenty-three factors to build the system.In order to measure the factors’ s influence,we use questionnaire survey to collect the expert’s view.We find that the top five factors is the risk is rational allocation,the goverement credit is good,the repay is in accord with the society sector expect,the criterion for check performance is explicit and the construction technology is maturity.Finally,we use factor analysis to decrease the dimension.The twenty-three factors is decrease to five dimension.The five dimension is fair coopration,the government’s positive attitude,the government’s efficient figure,the support system,the marketization of government function.
