With the development of electric power telecommunication network,the types and quantity of network ser-vices have increased dramatically,which puts forward higher requirements for network carrying capacity and service quality.Network planning and evaluation is an important means to optimize the network topology,reduce the cost of network construction and improve the quality of networ-k performance.For network planning,most of the existing backbone network planning methods are oriented to physical layer sites and optical cables,lacking the reliability of the business layer,so it can't accurately assess the operational risks of the business carried by the network;for network planning evaluation,most of the existing evaluation index systems are only oriented to physical layer,network layer and business layer,lacking comprehensive evaluation and estimation methods covering three levels.In order to solve the above problem s,this paper mainly designs the network planning and evaluation model,and implements the system and corresponding system modules,in order to effectively evaluate the backbone communication network and improve the quality of network operation and maintenance.Firstly,in view of the lacking of consideration of cable and core board redundancy in existing backbone network plannin g methods,this paper designs a network planning model which takes into account the relationship between network construction cost and business reliability,and uses adaptive immune algorithm to solve feasible network planning schemes.The simulation results sh ow that the network planning method designed in this paper can reduce the cost of network construction,improve the utilization of optical cable resources and the rate of site looping.Then,aiming at the problem that the existing evaluation methods of backbone network planning schemes are only oriented to the two layers of physical layer,network layer and business layer,lacking of comprehensive evaluation methods covering three layers,this paper designs an evaluation model of network planning based on multi-dimensional data evaluation,and calculates the weight of each index of physical layer,network layer and business layer by using BP-neural network algorithm,so as to achieve the goal of effective evaluation of network planning scheme.The simulation results show that the evaluation method of network planning scheme designed in this paper can improve the reliability of network and help to improve the level of operation and maintenance of staff.Finally,the network planning and evaluation module is designed and implemented based on the built model.The module includes five sub-functions:network topology display,network planning scheme simulation,index system management,index weight management and network planning scheme evaluation.The network planning and evaluation module designed in this paper is appllied to a specific network management system,and tested with effective network management data.The test results show that each sub-module in network planning and evaluation obtains correct results and responds quickly.By using this module,network managers can accurately and quickly acquire the network topology,calculate and display the newly generated network planning scheme,so it can improve their work efficiency.
