Greenhouse gas emissions from shipping are becoming a focus of discussion among international environmental groups.The international maritime organization as early as 2015 issued "the international convention on prevention of pollution caused by the bylaws Ⅵ" provisions in North America,the north sea,the Baltic sea is delimited sulfur emissions control area to limit the sulfur of Marine fuel oil quality scores.In today’s fuel price continues to go up,in order to meet the navigation requirements of sulfur emission control area in the short term,shipping companies must use expensive low-sulfur fuel as fuel,thus increasing the shipping cost.At the same time the international maritime organization outside the sulfur emissions control area segment on levying Marine carbon environment tax,these is definitely more shipping companies face a more difficult operating environment,and ship’s fuel consumption and co2 emissions are closely related to the third power and ship speed,this leads to the faster speed of container ships must pay more cost of carbon dioxide emissions.Shipping companies must develop a set of reasonable speed options,in order to meet the new requirements of environmental protection at the same time to reduce costs,increase profits,to ensure the continued operation of enterprises.From the perspective of container liner shipping company,this paper selects three international shipping routes of China Ocean Shipping Group passing through the sulfur emission control zone and three kinds of container cargo ships of different ship types,and invests three kinds of container ships into the Asia-Europe route during the study period.The analysis of the China-Europe route and the North America route,with the largest annual operating profit of the shipping company and the minimum annual carbon emissions,establishes the route operation model.The decision variable is the low speed in the sea area within the sulfur emission control zone and the sulfur emission control zone.The economic speed of the sea area is combined with MATLAB to write a genetic algorithm to solve the optimal solution.The results show that in the context of the sulfur emission control area,container ships can reduce the total cost by deceleration to the maximum extent,and at the same time,they will discharge more CO2,taking into account the low-speed navigation of the shipping company in the control area,and the economic speed sailing outside the area.The strategy will achieve a balance between economic and environmental benefits.The sensitivity analysis of the distance between the sulfur emission control zone and the carbon tax rate further verifies the superiority of the strategy and can provide reference for the decision of the shipping company.
