Our country has been committed to the construction of water right system for many years.The construction of water right system is an important way to promote the rational development and utilization of water resources and to conserve and protect them.Clarifying water right,establishing water right management system and implementing water right circulation are the key issues in the construction of water right system,among which clarifying water right and carrying out initial allocation of water right are the most basic links in the construction of water right system.As a medium-sized reservoir in Sishui county,Longwantao Reservoir has multiple water supply tasks and plays a very important role in the local social and economic development.At present,the initial water right allocation of Longwantao Reservoir is still based on a simple demand-based allocation method,which cannot efficiently utilize water resources and is not conducive to the promotion of local social and economic development.However,based on the local actual situation,this study determines the model of initial water right allocation using improved analytic hierarchy process.This paper introduces the general situation of Longwantao Reservoir and its water-using place,Sishui county,the current situation of water use and the situation of water resources.On this basis,combined with the actual situation of Longwantao Reservoir,the initial water right distribution principle of Longwantao Reservoir is determined.The analytic hierarchy process is improved by determining the weight of expert approval and the formula of full probability,and a mathematical model is established to allocate the initial water right of the reservoir.Firstly,AHP is used to determine the weight of each expert's opinions on water use in various industries.When determining the weight of each industry,the hierarchical sub-structure is established as target layer,criterion layer and scheme layer.The target layer is the initial water right allocation of the reservoir.The influencing factors of the criterion layer include water supply sequence,economic benefits,current water consumption,policy inclination,future water demand and water resource utilization rate.The scheme layer is the various industries to which water right is allocated.The weight of each index is calculated and checked for consistency by MATLAB software.Then,AHP is used to determine the weight of expert recognition.When determining the weight of expert recognition,the influencingfactors adopted by the criteria layer are working years,working colleges,number of published papers,awards of scientific research achievements and number of published works.The above weight calculation results are combined and calculated by using the full probability formula.Finally,the initial water right distribution weights of agriculture,industry,ecology and life are 0.1099,0.3367,0.1253 and 0.4281.According to the industry's initial water right allocation weight,the initial water right allocation scheme is 3.6834 million m3 for agricultural water,11.2848 million m3 for industrial water,4.1997 million m3 for ecological water and 14.3481 million m3 for domestic water.The initial water right allocation scheme of Longwantao Reservoir is obtained through improved analytic hierarchy process combined with local actual conditions,which provides theoretical basis for improving the management capacity of the reservoir and further exerting the benefits of the reservoir.
