Faced with water crisis characterized water shortage and water environment deterioration intertwine,it needs deal with this brutal reality in the management level first of all.Constructing the tradable system and the trading market of water rights have become the inevitable requirement.of water-saving society establishment in China.The initial allocation of water rights is the basis for the implementation of water rights management,which is the primary prerequisite for trading market construction and water resources management in China.This paper summarizes the theoretical research progress of the initial water rights allocation at home and abroad,clarifies the concept and allocation theory of the initial water rights,and determines the principle of initial water right distribution in the Huaihe River basin.First,introduce the current model and “PAGE” single index mode;Secondly,the allocation model based on AHP is established.In the priority to protect the basic water,take the principle of initial water right allocation as the criterion,establish the allocation index system of the initial production water rights.The index weights are obtained by the entropy weight method and the principal component analysis method and use game theory to integrate two kinds of weights.Use the improved TOPSIS to solve the model results.Finally,establish the multi-criteria initial water right allocation model based on water quantity and water quality.By establishing the harmony function,the principle of initial water right distribution is described.The establishment of exceeded the sewage penalty function will exceed the amount of sewage into the water quantity allocation.Solve the objective function through fast harmony search and obtain initial water rights allocation results.Apply the four allocation models to the Huaihe River basin.The results draw the following conclusions:(1)the current model is the process of confirming and registering the water rights of the administrative districts,but does not involve the reallocation of the initial water rights;(2)“PAGE” single index allocation model side focus is of poor adaptability and too unilateral;(3)AHP comprehensive allocation model considers more comprehensive influencing factors,overcome the drawbacks of a single allocation model and the results has a reference value;(4)The multi-criteria initial water right allocation model brings together the advantages of various distribution models and unify the water quality dimension and water quality dimension.The physical meaning of the model is clear and the allocation results are reasonable.Therefore,this paper will use the results of the allocation of the multi-criteria initial water right allocation model as the final allocation scheme of the initial water right allocation in the Huaihe River basin.
