Research On Chinese Construction Enterprises’ Bidding Management Of International PPP Projects

China’s international contracting business started in the 1950s in the form of international aid,and went through several stages,namely labor subcontracting,subcontracting and general contracting.Over the past half century,China’s international contractors have continuously renowned the contracting mode,which has gradually evolved from general contracting to EPC,PPP mode and other higher-level contracting mode.However,since this year,affected by the global economie situation,international contracting market has been in a downturn,and the challenge of China’s intermational contracting business is increasing.On the one hand,the global demand for infrastructure is staggering,while on the other hand,the host government’s budget is seriously inadequate,and cash-ready projects are sharply reduced.Facing this dilemma,the PPP model,which,to a large extent,can relieve the financial pressure of the host country,has been favored by many countries.PPP projects typify large investment,long term and high risk,and Chinese Intermational Contractors lack sufficient experience in intermational PPP projects.Prompt solutions have to be put forward to meet the problems and difficulties amidst the bidding management.Against such background,the thesis first analyses and studies the content and characteristies of international PPP project bidding,identifies and summarizes the problems existing in the process of international PPP project bidding of Chinese International Contractors via questionnaire survey,and on this basis,analyses the problems existing in the bidding management of international PPP project of Chinese International Contractors,and explores the underlying reasons.In view of the insufficient experience of Chinese International Contractors in participating in international PPP projects,the thesis endeavors to put forward concrete measures and suggestions for strengthening international PPP project bidding management of Chinese International Contractors from the enterprisers perspective by analyzing and summarizing the experience of internationally renowned construction enterprises in international PPP project bidding.
