| Along with the development of reform and opening up,China’s overseas engineering contracting business has been constantly expanding.Especially under the guidance of the "Belt and Road" initiative,more and more Chinese enterprises are going abroad and playing important role in the international stage,developing new markets and cultivating traditional markets.Since 2016,the turnover of China’s overseas engineering contracting business has been over CNY 1.6 trillion for three consecutive years.Bidding price management for international EPC project is a subdivision of management.It belongs to the bidding stage from the project life cycle time dimension,and belongs to the cost management category from the project management dimension.Therefore,it is very important for the high-quality development of enterprises.Bidding price management for international EPC project is a complex management system,reflects the core competitiveness of contractors.However,for most Chinese enterprises represented by N company,there is a low degree of internationalization,insufficient capacity in bidding price management and many subsequence arisen during the execution due to the problems in bidding price management.Generally,international EPC project will adopt the fixed lump-sum price contract and the contract amount is large.If the bidding price management is not good enough,it is very difficult to succeed in the fierce international competition.If winning the bid by chance,it will cause congenital deficiency to the project execution and affect the interests of the company.With the research target that improvement in bidding price management for international EPC project of N company,applying case study method and other methods,this paper deeply analyzes the following aspects:based on the concept and theories of EPC project cost management,the main works,procedures and characteristics of bidding price management for international EPC project have been defined clearly.Further,the status of international EPC project business and bidding price management of N company have been summarized,combined with relevant specific project cases,the problems in each step of bidding price management have been analyzed deeply.A serial of improved plans are proposed in accordance with the problems in each step of the bidding price management:quantify the bidding evaluation system and apply the information system "bidding progress axis" to answer the questions of decision on bidding and work efficiency;confirm the daily and special information collection work to deepen overseas market;focus on the parameter in technical specifications and breakdown the bill of quantity to optimize the technology;study on contract and carry out accurate calculation and detailed analysis on bidding price to make the final decision on price.Moreover,related guaranteed measures shall also be implemented to ensure the above-mentioned improvement plans:strengthen the organization,improve performance assessment,select qualified employee and upgrade information system.The innovation point of this paper:Adopting information system,upgrade the works in the steps of evaluation and coordination,in order to improve the efficiency of bidding;based on the theory of WBS,take detailed and unified methods in steps of enquiry,technical plan,bidding and price decision,in order to improve the accuracy of bidding.Meanwhile,from the aspects of organization,personnel,performance assessment and information system,relevant guarantee measures shall also be implemented to ensure the above improvements,to achieve the purpose of improving the bidding price management level for international EPC project of N company. |
