Since Economic Reform and open up,China's society and economy have been continuing to develop rapidly.The process of urbanization is going on,and the city's appearance has changed with each passing day.At the same time,the rhythm of people's life is getting faster and faster.People are not willing to spend too much time on the road,whether they work or have leisure and entertainment.Especially on weekdays,punctuality and efficiency make people eager to shorten travel time.However,the problem of urban road network congestion is more and more annoying.It countered to the needs of people's travel and seriously affected the sustainable development of the city.In order to resolve the contradiction,managers of cities should find ways to improve the efficiency of the use of existing transportation resources.Traffic congestion charging is one of the effective ways to manage traffic demand,which makes travelers more rational when choosing travel modes and travel routes.Managers of cities should seriously consider the effective measure.Firstly,the paper introduces the important theories and methods related to the congestion charging problem.Then,it elaborates the Wardrop model of traffic flow distribution,and proposes a mixed traffic assignment model and analyzes the sensitivity of ?.On the basis,the regional congestion charging model is established and the corresponding algorithm is given.The algorithm of the model is the classic Frank Wolf algorithm,which includes three submodules: sub-module of Frank-Wolfe(F-W)algorithm,sub-module of Dijkstra's Algorithm and sub-module of Newton method for solving .Finally,the Beijing grid network is simulated,and the virtual traffic are loaded.The C language programming is used to solve and analyze the example in order to verify the validity of the charging model.The calculation results show that the total impedance of the road network is reduced by 241.9127 vehicles by hour,and the revenue from the charging is 396.5534 vehicles by hour.Therefore,urban congestion charging can alleviate the problem of urban traffic congestion.In addition,through the consideration of the congestion charging cases and the analysis process of the example,some suggestions for congestion charging are given.
