At present,the central government vigorously advocates integrating the concept of ecological civilization into all aspects of economic and social development,and it is urgent to accelerate the practice and innovation of the space policy with land use control as the core,which has become a fundamental,systematic and strategic reform task involving the construction of China's ecological civilization.The establishment of the ministry of natural resources and the listing of local planning and natural resources bureaus indicate that the construction of a new space policy system under the guidance of the "integration of multiple plans" is imminent.In order to cope with this change,various government departments,research institutes and planning and design research institutions have actively carried out a large number of space policy-related researches.However,there is still no authoritative and unified consensus on the three major issues of what space policy is,what needs to be done and how to do it.This is the significance of this paper.Taking the space planning of T city as an example,this paper examines the existing problems and causes of urban space policy formulation under the requirement of "integration of multiple plans",and puts forward the improvement path.In accordance with the general idea of "discovering problems--analyzing problems--case study--solving problems",through the theoretical study of "integration of multiple regulations" and space policy,on the one hand,the connotation and connection of the two are clarified,and on the other hand,the requirements of "integration of multiple regulations" on space policy formulation are clarified,indicating the direction for policy formulation.Through the analysis of the actual situation,the paper finds out the problems brought by "multi-regulation non-compliance" to urban construction and economic development,including inefficient administrative management and public participation,contradictions in various spatial planning,isolated islands of information and ineffective control.By exploring the causes of the problems and combining the problems listed in the second chapter,this paper makes an in-depth analysis of the causes of the "multi-regulation non-compliance" phenomenon from four aspects,namely,the institutional level,the legal basis of the planning,the approval procedures of the planning preparation and the technical factors of the planning preparation.Finally,combined with the work practice,this paper puts forward the understanding of the main content and compilation path of the current city-level space policy formulation,and believes that it should start from the integration of policy objectives,spatial layout,information platform and urban and rural planning,so as to provide some reference for the formulation of relevant policies.The main conclusions of this paper are as follows: 1.Urban space policy formulation under the goal of "integration of multiple plans" mainly aims to maximize the overall interests of the city by coordinating the interests of all parties,and its core content is to solve the problems of unreasonable spatial layout and difficult project implementation within the city.2.The main way to integrate the unreasonable layout within the city is the division of space control and the demarcation of space control lines,which will become an insurmountable red line for future urban construction after approval according to law.3.Relying on the new space policy and information technology,the construction of a unified office platform for all departments can effectively improve the efficiency of government approval,shorten the pre-project work time and improve the efficiency of social and economic operation.
