Research On The Government Function Of Applying PPP Mode In Urban Underground Comprehensive Pipe Gallery

With the acceleration of urbanization in China,the contradiction between the demand of continuous urban development and the shortage of urban space is increasingly prominent.As a new type of municipal infrastructure,the comprehensive pipe gallery can effectively avoid repeated road excavation,make full use of underground space resources and improve the comprehensive bearing capacity of the city when updating,maintaining and expanding the pipe network compared with the traditional direct burying method.In recent years,the government has begun to vigorously promote the construction of comprehensive pipe corridors by adopting PPP mode.By introducing social capital and professional technical experience to participate in the construction of comprehensive pipe corridors,the financial pressure of the government will be reduced and the operation and management efficiency of the project will be improved.However,the introduction of PPP mode into China is still a short time,and the practical experience of applying PPP mode to comprehensive pipe gallery project is not mature.The government is not only a participant in the PPP mode,but also a supervisor and a coordination manager of many participants.Under multiple roles,its functional allocation is more complex.At present,most researches on PPP mode focus on the risk sharing and income distribution in PPP mode,while few researches on the government functions in PPP mode from the perspective of the government.This paper takes the application of PPP mode in urban underground integrated pipe gallery project as the research object.Firstly,the background and research significance of the topic are expounded.Through the literature research,the application research of PPP model in urbanunderground integrated pipe corridor project is reviewed and the research questions are put forward.Then it summarizes the relevant theories of government functions of PPP mode in urban underground integrated pipe gallery project,and makes a theoretical analysis of the government functions in the PPP mode of integrated pipe gallery,and evaluates the government function of PPP mode for urban underground integrated pipe gallery project.Provides a theoretical basis.Secondly,the comparative analysis method is applied to the status quo of the government function of applying the PPP model to the underground comprehensive pipe corridor project in domestic and foreign cities.The author analyzes and analyzes the problems of government functions in the PPP model of China's integrated pipe gallery,and uses the gray correlation analysis method.In combination with the expert scoring method,the government functions of the PPP model applied in the urban underground integrated pipe gallery project are evaluated,and the key factors affecting the government functions are identified.As a problem that the government needs to attach great importance to,the government proposes to improve the supporting laws and policies.The government supervises the management system and strengthens the functions of the government's own construction.Through the research of this paper,we have a clear understanding of the status quo of the application of the PPP model in the urban underground integrated pipe gallery,further identify the problems affecting the government functions,and propose systematic optimization measures for key issues,and effectively promote the fulfillment of government functions,which is beneficial to the urban underground integrated pipe gallery project is healthy and sustainable.
