Study On The Planning Strategy Of Constructing Yingjun Town Of Changchun City As A National Chatacteristic Town

The statement "Notice on Carrying out the Cultivation of the Characteristic Towns" issued by the State Council in July 2016,marked the beginning of a comprehensive promotion stage for the construction of the characteristic towns in China.Yingjun Town of Changchun City is in the transformation stage of the international logistics economic development zone.In order to solve the problem of the industrial transformation and upgrading,and explore new development momentum in Yingjun Town,this paper puts forward the planning strategy of constructing Yingjun Town as a national characteristic town based on the theory about rural city,industrial cluster and smart specialization.Chapter two is the analysis of the theory and practice related to the national characteristic town.This chapter analyzes the concept of characteristic towns from the perspective of the definition,basic characteristics and representative types,summarizes the development process and the theoretical basis of the national characteristic town,lists classic cases of domestic and foreign characteristic towns,and gains the inspirations from these cases.Chapter three is the analysis of the development factors of Yingjun Town under the guidance of the national characteristic town.This chapter determines the location of the characteristic town in Yingjun Town,analyzes its regional characteristics such as location transportation,ecological environment,regional culture,industrial status and policy opportunities,summarizes its problems and confusions,analyzes the its suitability from the perspectives of the national and the local,and proposes the development and cultivation methods of a characteristic town.These methods include three steps: comprehensive evaluation method selection,evaluation index system establishment and characteristic town pattern formation.Chapter four is the planning strategy generation of Yingjun Town under the guidance of the national characteristic town.This chapter determines the overall planning positioning of Yingjun Town from the perspective of the planning principles,processes,mechanism innovation and thematic perspective,proposes its industrial transformation and upgrading strategy from the perspectives of leading industries selection and auxiliary industries cultivation,proposes its extension strategy of the cultural connotation of from the perspectives of the regional cultural heritage and activation and the cultural community of the town,proposes its functional space layout strategy from the perspectives of functional partition,traffic layout,and block scale,and proposes its characteristic shaping strategy from the perspective of architectural style,skyline,etc.This paper tries to break through the bottleneck of the development of Yingjun Town on industrial transformation and new urbanization,and then provides theoretical and methodological references for the construction of the characteristic town in the northeast cold regions or larger area.
