In recent years,with the continuous development and practice of urbanization,industrial structure degradation,urban population expansion,resource and environmental pollution,widening gap between urban and rural areas and other problems have become more and more serious.In the process of promoting the supply-side reform,characteristic towns,as a powerful starting point to promote the construction of new urbanization,have become a hot spot for local research.In 2015,General Secretary Xi Jinping and Premier Li Keqiang successively made important instructions on the development of featured towns,and elaborated the connotation of featured towns at the Central Economic Work Conference that year,pointing out that featured towns are an important starting point for promoting economic transformation and upgrading under the new normal.In view of the characteristics of small town construction in the process of development of homogeneity,the problem such as real estate thinking,cultural vacancy,in 2019,the National Development and Reform Commission(NDRC)work in urbanization and urban-rural integration development inter-ministerial meeting pointed out,to push forward specification rectification and typical guide principle of "",resolutely correct concept is not clear,he doesn’t touch the red line,characteristic problem,promoting the construction of characteristic town high quality specification development.The meeting pointed out that characteristic towns,as a strong support for the new urbanization construction,should take the development of characteristic industries as the core,give consideration to the development of characteristic culture,characteristic architecture and characteristic environment,and form a new growth pole to promote economic development.Dongying city in three years "tourism and prosperous people" action plan(2020-2022),around make the target of "the Yellow River culture tourism destination",based on the Yellow River culture,oil culture diverse geographical features such as culture,firmly grasp the "the Yellow River into the sea,we go home" brand connotation,developed into a famous cultural tourist destination.As a new town in the north of Dongying city,Kenli District will form a new "main center of the city" with Dongying East and West cities,especially the Minfeng Lake area located at the entrance of Kenli.The planning and construction of its characteristic towns is of great significance for promoting the rational use of urban resources and space and the coordinated development of economy in the future.In accordance with the national and provincial requirements for the construction of characteristic towns,based on the domestic and foreign town industry theory,planning theory and case study of characteristic towns,this paper puts forward the development path of characteristic towns with industry,ecology,culture and form "four states in one".Basing on characteristics of hands-on freeman lake town case practice of construction project,according to current situation of freeman lake area construction and development problems,and using this article put forward the "four unity" of planning and development path,from the industrial development,ecological construction,cultural implantation,exterior form four aspects of small town promoted some Suggestions,trying to break the above four elements in the process of landing the problems and obstacles,to explore the formation development path and the action logic behind the construction practice,presents the characteristics of a small town from the overall linkage mechanism in the process of planning to fall to the ground.(1)Analyze and summarize relevant economic and industrial guiding theories and planning guiding theories in the development process of characteristic small towns,extract the guiding significance for the development path of "four-state integration" of characteristic small towns,and take the essence to provide theoretical guidance for the proposal of the development path of "four-state integration".(2)On the basis of Mr.Fei Xiaotong’s preliminary exploration of characteristic towns in China,this paper studied the guiding opinions of the national ministry on the development of characteristic towns,combined with the exploration of the development paths of characteristic towns by domestic scholars in recent years,and provided policy support for the proposal of the development path of "four States in one".(3)By selecting successful cases of small towns with domestic and foreign characteristics and summarizing successful factors of development of small towns,this paper analyzes and extracts successful experience,practices and core elements of small towns,and provides case empirical evidence for the feasibility of "four States in one" planning development path.(4)at the early stage of the analysis of the problem and the case analysis is proposed on the basis of "the unity of" four state characteristic town planning development path,specific industry,culture,ecology,form four elements in the whole picture of development path and practice points,the four elements development complement each other,fusion,further enrich the town planning path system.(5)based on project practice,in order to dongying city kenley residents abundant lake characteristic town as application object,in the promotes the development of dongying city regional economic transformation.
