Study On Risk Assessment Of High-speed Rail Project Under PPP Model

With the continuous progress of urbanization in China and the increasing urbanization rate,people have higher and higher requirements for travel infrastructure.The emergence of high-speed railway has greatly shortened people's travel time,improved travel efficiency,and also played a role in promoting the urbanization process in China.The state has put forward the requirement of "high-speed railway must be networked".At present,the operating mileage of high-speed railway in China ranks first in the world.According to the planning,the mileage of high-speed railway in China will reach 45,000 kilometers.Such a large-scale construction of high-speed railway needs strong financial support.The construction of high-speed railway projects using PPP model can effectively alleviate the shortage of government financial funds and improve the financing efficiency.However,due to the large number of participants and uncertainty of PPP project,there are many risks involved.Especially for high-speed railway project,which is difficult in technology and large-scale investment,the risk of applying PPP model in construction is more complex and difficult to control.Based on the characteristics of PPP mode,this paper studies the risk of high-speed railway project on the basis of analyzing the characteristics of high-speed railway,evaluates the risk of highspeed railway PPP project,puts forward corresponding countermeasures for various risks,provides risk management experience for the follow-up construction of high-speed railway PPP project,provides reference for the risk management of high-speed railway PPP project,and is conducive to China's high-speed map railway line.The long-term and healthy development of the industry.This paper expounds the connotation of PPP mode,analyses the characteristics of high-speed railway projects and PPP mode,summarizes the advantages of PPP mode in the construction of high-speed railway projects in China,and analyses the prospects and problems of the application of PPP mode in the construction of high-speed railway in China.Then,through reading and summarizing a large number of documents,the risks of high-speed railway PPP project are preliminarily summarized,and the preliminary risk list of high-speed railway PPP project is listed.On this basis,the high-speed railway PPP project including six first-level indicators of political and legal risk,economic risk,construction risk,operation risk,social and environmental risk and 18 secondlevel indicators is finally determined by Delphi method.The evaluation index system of objective risk.According to the grey and uncertainty of the risk of high-speed railway PPP project,the grey relational analysis method is used to evaluate the high-speed railway PPP project comprehensively,and the risk evaluation model is constructed.Finally,the Beijing-Shanghai high-speed railway is selected as an example,and its risk is evaluated by using the comprehensive evaluation model.The key risk factors are identified,which verifies the rationality of the evaluation system constructed in this paper.
