Energy structure,distribution of supply and demand,characteristics of renewable energy,technology cost and system flexibility are the main factors that restrict China's energy development.The transformation of the first four factors is often limited by objective factors or needs a long time to evolve,so the flexibility of power system is the most suitable breakthrough difficulty in all aspects,among which the flexible resource transfer mechanism is the most critical.From the analysis of the current situation,the non-market mode is slightly inadequate in the face of the increasing proportion of renewable energy access and the realization of the goal of 60%of electricity fron renewable energy in 2050.Combining market mechanism with flexible resource allocation to coordinate the rational utilization of flexible resources will be the research focus to solve the problem of high proportion of renewable energy absorption.The optimal allocation of flexible resources is the focus of this thesis,which combines market mechanism with operational optimization of flexible resources.The main research contents are as follows:(1)Firstly,the concept of market flexibility under high proportion renewable energy access is analyzed,and four main types of flexibility requirements are put forward.Taking market environment into account,the unified framework of power system flexibility resources under multi-time scales is analyzed.(2)Based on the flexible resource system,this thesis analyses the demand for flexibility and the characteristics of flexible resources,puts forward the measurement index of flexibility quality,establishes the quantitative evaluation model,and gives the qualitative evaluation results.(3)Based on the evaluation of flexible resources and the quality of flexible demand,a top-down flexible resource cascade utilization mechanism is formulated,which combines market mechanism,investment planning,operation plan and system operation.A flexible resource optimal allocation model for promoting renewable energy consumption at all levels is constructed,and the effectiveness of the mechanism in promoting renewable energy consumption is calculated through an example.The fruit was validated.
