Study On The Relationship Between Government And Enterprises In The Construction Of Energy Internet

Energy is the lifeblood of a country in the world.With the excessive consumption of traditional energy,the contradiction between supply and demand has become more and more obvious in the traditional energy structure.The development and utilization of clean energy has become an important breakthrough in the global energy transformation.The energy Internet proposed by General Secretary Jin-ping Xi at the UN Summit is the best solution to the energy problem.Global energy is the use of Ultra-high voltage line backbone network frame,global interactive unicom's strong smart grid,The aim is to provide a global infrastructure for large-scale collection,distribution and use of clean energy.In essence,it is a global network with clean energy as the source,ultra-high voltage network as the channel and smart power grid as the terminal.The government and new power enterprises play their respective roles in the entire energy Internet.As the construction manager of "clean energy",planning manager of "ultra-high voltage power grid" and supervision manager of "smart power grid",the government not only has exclusive functions such as policy guidance,project approval and path planning in the construction of energy Internet,but also has a special mission of management and supervision for the implementation of each link.As collectors of "clean energy",builders of "ultra-high voltage power grid" and planners of "smart power grid",new power enterprises also play an important role in the construction of energy Internet.With the wave of reform of state-owned enterprises,new electric power enterprises should not only meet the international changes but also adapt to the domestic adjustment.The construction of a new government-enterprise relationship is related to the future of China's electric power in the dual reform.In view of the fact that currently there are few studies on the relationship between power enterprises and the government in China,this paper analyzes the relationship between new power enterprises and the government to betterunderstand the reality of the relationship between new power enterprises and the government.In addition,the functions of the two parties are refined in each layer of the energy Internet structure,and suggestions and opinions on optimizing the relationship between the new power enterprises and the government are put forward scientifically in combination with practical cases.Based on government and market theory,Keynesian intervention theory,public goods theory and comparative institutional analysis theory,it is pointed out that the relationship between the two sides should be simple in the collection and utilization of clean energy,close in the construction of uhv,and develop in the planning and laying of smart grid.It provides practical guidance for the construction of coordinated and sustainable transformation of the relationship between power enterprises and the government,and provides important reference for the healthy and effective development of the energy Internet.At the same time,we should,on the principle of science,harmony and standardization,build a benign interaction between the two sides,innovate the way of bilateral cooperation,strengthen the government's policy support for new enterprises,promote the government and new enterprises to work together to improve the market operation mechanism,and provide direction for the coordinated development of China's new electric power enterprises and the government.To some extent,this paper makes up for the lack of research on new power enterprises and the government,and enhances the research value of the relationship between power enterprises and the government in the energy Internet.To promote the close cooperation and mutual benefit between the two sides in the construction of energy Internet,it is of more significance to study and correct the relationship between new power enterprises and the government for the continuous promotion of the later stage of energy Internet.
